Stop unjust practices against dogs and their owners in Harris County

The Issue

My beloved husky was sentenced to death simply for being in the wrong place at the wrong time.

She was 'guilty by association' after I kindly took in a stray dog with a strong prey drive, and they happened to be at large together.

The pain of losing a pet who has done no real harm is beyond words. It feels like I'm being punished for my compassion—my willingness to give another creature a loving home.

Then, my foster was taken away because they said I had problems with animal control prior to fostering.

In Harris County, the regulations around owning a dog deemed "dangerous" are not just harsh—they're often impossible to comply with and rooted in flawed premises.

If Harris County Pets finds even a minor fault in your fence, your dog could be condemned.

The requirements dictate that an outside ONLY enclosure must be securely anchored to concrete, but YOU ARE NOT REQUIRED TO USE IT, and must only have it. If you do not have it, or they find something wrong with it, your dog will be destroyed.

Furthermore, dog owners are required to have an impractical $100,000 liability insurance policy, even when no person has ever received medical treatment.

If you fail to meet this requirement, you are in non-compliance and your dog(s) are destroyed. This is not a rational safety measure—it's a death sentence for those who cannot afford or comply with seemingly arbitrary rules and violates the Constitution.

The emotional toll and the risk of losing your cherished pet because of bureaucratic rigidity and senseless conditions must end.

It’s clear that current laws are unjust and prioritise harsh penalties over humane treatment or the well-being of animals and their owners.

We urge Harris County and relevant authorities to reconsider these unnecessarily severe protocols. Tailor the regulations to support safe pet ownership without threatening beloved family members under questionable pretenses.

We call for the implementation of effective and clear guidelines that truly mitigate risk without resorting to taking innocent lives.

Please sign this petition to demand a fair reassessment of the dangerous dog regulations in Harris County.

Regulations should include:

-in the home enclosures

-liability insurance to match any medical treatment that deemed dogs dangerous

-reword the statute to serious bodily injury

-train animal control officers to not commit perjury or create evidence

-provide a court appointed attorney when death is imminent

-put a time limit on impoundment (40 days and $1,000 is excessive and used to coerce surrender) and limit fees

Be clear that dogs are dangerous when they intentionally attack a person, and not when a person gets in the middle of a dog on dog attack

-have different levels like aggressive and then dangerous

-do not have secret hearings without the dog owners knowing

-have the citations and hearings in the defendant's precinct, not the one that will rule in favor of the county
