Stop Unfair Council Boundary Changes Impacting Suffolk Parishes

The Issue

Two proposals for the future of local government in Suffolk will be submitted to the Government on 26th September, in response to the Central Government’s requirement for Local Government Reorganisation (1). These are a single Unitary Authority for the whole of Suffolk, proposed by Suffolk County Council: “One Suffolk” (2); and three separate Unitary Authorities, proposed by the District and Borough Councils: “Three Councils for Suffolk” (3).

This petition strongly opposes the boundaries put forward in the “Three Councils for Suffolk” proposal and the lack of meaningful community engagement in determining them.

We call on our elected District and Borough Councillors to amend the boundaries or reject the “Three Councils For Suffolk” proposal when they vote in mid-September.

This petition does not express a preference between the one- or three-Authority models overall. It simply calls for fairer boundaries and proper community consultation.

As a member of the Playford community, I’ve heard from many local residents who are disappointed, worried, and angry about where the boundaries were placed and how these boundaries were decided. The proposed lines divide established rural communities, disregard our local identities and our priorities, and risk weakening rural representation in future governance.

The boundaries in the “Three Councils for Suffolk” proposal would divide Carlford Ward north of Ipswich, placing parishes including Playford, Great Bealings, Little Bealings and Tuddenham within an Ipswich and Southern Suffolk Authority. This raises significant concerns around a lack of representation for rural communities in an Authority whose perspectives, identity and priorities will be dominated by the urban population of Ipswich which greatly outweighs that of the surrounding countryside. The tiny population numbers involved with these parishes do not make a substantial difference to the overall balance of population that would be represented by each Authority. The issue of neighbourhood representation is equally relevant for the other rural parishes because of the stark mismatch between an urban administration in Ipswich and the rural characters and identities of the villages.

The detailed boundary plans were released late and without prior consultation on boundary positions, leaving no opportunity for meaningful community input before submission on 26th September 2025. This lack of transparency frustrates not only those directly affected but all who value democratic processes. Many residents feel these boundaries have been unfairly drawn, disregarding the unique identity and needs of smaller rural communities in favour of urban planning goals.

The proposed boundaries ignore the strategic importance of maintaining community integrity. They also undermine local input and neighbourhood representation by diluting the voices of those who reside outside Ipswich when set in the context of a potential Unitary Authority cabinet dominated by representatives of urban constituents with urban priorities.

Additionally, a proposed northern bypass threatens these parishes. Under the Ipswich and Southern Suffolk Authority this bypass may become more likely because the Authority would control the swathe of countryside needed to construct the road and sufficient rural areas across the rest of the Authority to deliver potential housing developments needed to fund the bypass. Even those living in rural areas of the Authority not directly affected by a road route may face significant environmental and community disruption through such developments.

This petition calls on decision-makers to reject the current boundaries and redraw them following genuine engagement with affected parishes, ensuring all voices are heard before final decisions are made. Suffolk’s diverse rural constituents must have fair representation and democratic respect throughout this reorganisation.
