There is a growing problem on TikTok that urgently needs public attention: individuals who appear to be receiving state benefits are using the platform to solicit money, gifts, and essential items from viewers — often through emotional manipulation and misleading claims of hardship.
Many of these individuals openly request money for food, furniture, transport, and daily living costs. Yet at the same time, they display lifestyles that suggest they are healthy, able to work, and financially capable of funding holidays, alcohol consumption, and recreational substances. This raises serious concerns about potential benefit misuse and undeclared online income.
Even more worrying is the exploitation of vulnerable viewers. Some TikTok creators target people with mental health conditions, learning difficulties, or those living in institutional care. These viewers are pressured into sending money through PayPal and other direct payment methods, believing they are helping someone in genuine need. In reality, their generosity is often taken advantage of.
There is also the possibility that under age TikTok users are being encouraged to follow in the footsteps of their so called influencer. A life of begging, substance abuse and volatile relationships.
TikTok claims to prohibit begging and exploitation, but enforcement is inconsistent and ineffective. Vulnerable people are being manipulated, taxpayers are funding benefits that may be misused, and online income is going unmonitored.
We are calling for:
• Stronger regulation of online begging on TikTok and other social media platforms
• Mandatory enforcement of anti‑exploitation policies by TikTok
• Safeguards to protect vulnerable users from financial manipulation
• A review of how online income is monitored in relation to benefit entitlement
• Clearer public guidance on reporting suspected benefit misuse or online exploitation
