The Issue

Haitians need immediate protection, and we are calling on the Haitian government and international partners to take transparent, urgent action now.

The August massacre in Kenscoff is not an isolated tragedy. It is part of a wider crisis that has left families across Haiti living in fear, with armed gangs killing, kidnapping, extorting, and forcing people from their homes. Police stations and other government buildings have been abandoned or destroyed. Hospitals, schools, businesses, farms, and other essential services have been disrupted or made inaccessible to the people who depend on them. Roads have become dangerous to use as gangs set up illegal tolls and demand money just for passage.

While gangs are directly responsible for these atrocities, the Haitian government still has a basic duty to protect civilians, maintain order, and ensure accountability. Despite public funding and international support, too many people remain unprotected and too many communities are left on their own.

We call on the Haitian government and international partners to

  • Protect civilians and stop killings, kidnappings, sexual violence, and forced displacement.
  • Arrest and prosecute those responsible for massacres, kidnappings, and gang violence, and break the cycle of impunity.
  • Restore security in communities and along roads, ending illegal tolls and extortion.
  • End intimidation and harassment of civilians, journalists, and activists.
  • Rebuild police forces, courts, hospitals, schools, and other essential public services.
  • Ensure accountability by investigating crimes, supporting displaced families, and transparently accounting for public funds and international security assistance.
