Many players have been asking how the discount program might be affected under a USTA lease. I want to share a clear explanation so everyone understands the possible outcomes.

I recently gained a clearer understanding of how the Parks Levy actually works, especially around discounted passes.

Earlier, I believed there was a possible scenario where PDX might choose to continue honoring discounted passes at PTC even under a USTA lease. In that more optimistic interpretation, the levy fund might last 1–2 years because USTA fees are higher.

However, there is also a more likely and standard scenario we need to consider:

  • The levy is designed to reimburse PP&R‑operated facilities
  • A USTA‑run PTC would be a private operator, not under PP&R
  • In that case, the City may not be able to use levy funds to reimburse discounted passes at PTC

If that happens, the Access Discount Program would end immediately on Day 1 of a USTA lease, and players would have to pay full USTA fees.

So at this point, there are two possible outcomes:

1. More optimistic scenario:

PDX interprets the levy broadly and attempts to continue honoring discounted passes for a short period.
(Under this interpretation, the levy fund could be depleted within 1–2 years because USTA fees are higher.)

2. Standard policy scenario:

Discounts cannot be reimbursed at a private facility, and the program ends immediately.

Either way, the equity impact is significant — and the standard scenario is much more severe than we originally understood. Players should be prepared for the possibility that the discount program may not continue under USTA management.
