STOP THE SILENT KILLER: End the "Ghost Worker" Loophole in Ontario Construction

The Issue

Now, let’s be honest. Workers are told that, on the job site, things are too complex to keep track. We are also told the paperwork is too heavy, the registries too difficult, and the status quo—well, it’s just the way things have always been.

But I’ve traveled across this province. I’ve heard from specialists who carefully removes the deadly poison from a school ceiling, only to find that their skills have been erased, told you was just a general labourer." His exposure doesn't need a log.

That is a choice we make. And it is a choice we can change.

There is nothing "general" about the courage it takes to protect our children’s air. There is nothing "general" about the expertise required to handle the deadliest workplace killer.

We are reaching a crossroads. Where we want a green future. We want to upgrade and retrofit all buildings and renew our energy. But we all know you can't build a clean house on a toxic foundation. Abatement isn't just a side project; it is the gatekeeper to our progress.

The Ghost Worker Act initiative is about a fundamental truth: in Ontario, we believe in the dignity of work. We trust that if you put your life on the line to keep the city safe, the government has an obligation to keep track of the poison, not just the profit.

Workers are not asking for a miracle. Workers are asking for transparency. Workers are asking for the 253W trade to be recognized as a Compulsory Trade. We know that when we lift the veil of administrative silence, we do not just protect an abatement worker—but the carpenter, the plumber, the electrician, and every trade who walks through those doors.

It’s been said that the arc of the moral universe is long, but it bends toward justice. But it doesn't bend on its own. It bends because you choose to pull it. It bends when we say, "No more hidden cancers." It bends when we say, "No more fake logs."
