Stop the Rezoning of Horse Pastures on Roselle & Glow for High-Density Housing

The Issue

We, the residents of Riverbank and surrounding communities, respectfully urge the City Council to reject the proposed rezoning of the Horse Pastures located at Roselle & Glow for high-density housing.

This proposal raises serious concerns that cannot be overlooked:

  1. The land is not currently available for development- The parcel is owned by MID and is expected to remain in agricultural use until they decide otherwise. There is no confirmed timeline for availability, making this rezoning speculative rather than practical.
  2. Safety and infrastructure concerns- This site sits directly under major transmission lines. High-density housing in this location raises legitimate safety, health, and livability concerns for future residents.
  3. Outdated environmental analysis- The project relies on environmental data from 1997, prepared for a completely different land use. This does not reflect current conditions, standards, or impacts.
  4. Impact on existing residents- This decision directly affects nearby homeowners, neighborhoods, and the overall character of the community. Growth should not come at the expense of those already living here.

We support responsible growth. However, responsible growth requires:

  • Suitable and available land
  • Updated environmental review
  • Consideration for safety and existing communities
  • This proposal does not meet those standards.

The Planning Commission has only made a recommendation.

The final decision will be made by the City Council on April 28 at 6:00 PM.

Meeting Location:
Riverbank City Council Chambers
6707 Third Street
Riverbank, CA 95367

This is our last opportunity to be heard.

We urge the City Council to:

  • Reject this rezoning proposal
  • Require accurate, current analysis
  • Prioritize responsible and appropriate development

Protect our community. Make decisions based on facts, not assumptions.
