Stop the Monster Plans for Sallynoggin/Glenageary
The Issue

A new planning application has been lodged for a development at the Glenageary/Sallynoggin roundabout, to include 140 units in blocks of up to seven storeys plus a number of commercial units. The applicant is the same developer that was refused permission last year for a 9 storey scheme. The deadline for observations/objections is 13th of June.
This site is zoned NC ‘neighbourhood centre’ - with a zoning objective to ‘To protect, provide for and/or improve mixed-use neighbourhood centre facilities’.
We are calling on the everybody to come together once again to resist these plans and to ensure we get a proper neighbourhood centre for our community. Unlike most other areas in DLR, Sallynoggin does not yet have a Local Area Plan.
Why should just one developer with no roots in the area, get to come up with a plan for our neighbourhood centre? Surely such a plan should involve everybody in the community.
Guidelines say that local area plans should set out the the range of densities acceptable within the area. Design should be based on a recognition of the need to protect the amenities of directly adjoining neighbours and the general character of the area and its amenities.
This site is NOT zoned for high-rise high-density development, and should not be mis-purposed in such a cynical way. Until a well considered, consultative and holistic Local Area Plan is in place it is madness to grant permission for anything on this site. Neighbourhoods must be properly planned and designed based on peoples needs and well being, not based on the pursuit of profit.
We called for consultation with the developer on any plans for this site. Instead in the weeks leading up to their planning application the field was fenced in and locked. DLRCOCO say that they issued a warning letter to the owners. However, the fence remains in situ. Maybe developers think they can do what they like?
The developers plans can be viewed on its website www.glenagearygatelrd.ie. CGI images presented on its website give a distorted picture. They were created using wide angle lenses that make tall buildings look smaller and farther away. Realistically, a 7-storey building on top of a hill beside small houses and cottages will look, overbearing and enormous. These plans reveal nothing but disdain towards the people that live here and our needs.
A site zoned NC should provide real, useful, social neighbourhood facilities and any housing built in our community must be social and affordable. Development must respect the surroundings and the people that live there.
Its time to stand up for our community again! Everybody can -
- Voice your objections by submitting an observation to DLRCOCO Planning using the reference code LRD23A/0303
- Contact your local TD's and Councilors and ask them to stand up for the community by lodging an objection to this plan and raising the concerns of the community in the Dail and Council Chambers.
- Spread the word - share this information and ask all your friends and family to take action and voice their objection to the council by June 13th.

We call on our elected officials and the Dunlaoghaire Rathdown County Council to support the community of Sallynoggin and Glenageary to ensure their concerns about the proposed highrise development at Glenageary roundabout/Sallynoggin Road are acted upon.
The current proposals to an Bórd Pleanála will be detrimental to those living both in close proximity to the development and its environs. Furthermore the nature of this development of predominantly one and two bed build to let apartments does not address the housing needs of our community, many of whom need family housing and others who wish to downsize and free up larger houses. Indeed these development proposals reveal an obvious disdain towards the local community with the planning notice erected just two days before Christmas.
The proposal for 4 blocks up to 9 storeys high in an area of predominantly one story cottages and modest 2 story homes fails to have any regard to its surrounding context and will have a negative and detrimental impact on the character of the neighbourhood.
A development of this size and height will cast large shadows over the immediate vicinity, block out light and overlook many homes and gardens in a grotesque contravention of people’s right to enjoy their property.
The proposed scale of the development will create an intensification of vehicular traffic at an already busy intersection that will not only cause congestion and increase the risk of dangerous parking but also pose an endangerment to vulnerable road users especially the large population of children many of whom walk to school, older people, cyclists and those with special needs who use the Carmona services and many of whom live in the immediate vicinity.
The proposed development raises serious environmental concerns. Heavy rainfall is becoming increasingly more regular due to climate change and the field which is the location of the proposed development currently acts as a soak for potential flood waters to the adjacent houses and it is our opinion that this proposed development would increase the risk of flooding to long standing properties in the area and this would be in contravention of the floods directive.
The development proposes a nine story skyscraper on a hilltop and in the flight path of many of our wild birds including Brent Geese who migrate to graze in the grasslands of our locality. This development will be hazardous and cause great harm to our natural environment and obligations to protect it.
Many of us in this coastal community enjoy the local beaches and swimmers are aware of issues around storm water overflows after heavy rain and question the ability of the already strained sewer network to cope with increased pressure.
Many of the residents of Sallynoggin, a predominantly working class community will struggle to make individual representations to Bórd Pleanála and we are calling on all of our elected representatives in the Council and the Dáil to lodge these observations on our behalf. We are calling on our TDs to raise parliamentary questions on our behalf and to oppose the current system of fast track planning which hampers our democratic rights and rights to be consulted properly on development which affects us. Furthermore we call on the Minister for Housing to address our concerns and ensure that housing is developed in our area that meets the needs of the local community and not the greed of developers and their financiers.
