🚨 EAST HALTON BESS – THE FORMAL PLANNING APPLICATION IS NOW LIVE

Planning application PA/2026/1041 has now been submitted for a Battery Energy Storage System (BESS) on land approximately 650 metres east of East Halton.

The consultation is open, and residents can now make their own representations directly to North Lincolnshire Council.

This is the point at which everyone should look carefully at what is actually proposed and decide whether they believe the development is suitable for this location.

WHY FIRE AND EMERGENCY PLANNING MATTERS

Large battery storage facilities are not risk-free.

In September 2020, a serious incident occurred at the Carnegie Road BESS facility in Liverpool.

A battery failure led to thermal runaway, followed by a deflagration/explosion. The subsequent official fire investigation recorded that pieces of the affected container were thrown across the compound, with debris travelling as far as 23 metres.

The incident was subsequently discussed in Parliament, where it was stated that the fire took 59 hours to extinguish.

And this isn’t simply an historic example.

In May 2026, fire crews attended another fire involving a grid-scale battery storage facility at the former Rufford Colliery in Nottinghamshire.

The National Fire Chiefs Council now has specific guidance for grid-scale BESS developments.

That guidance explicitly discusses the possibility of a fire-service strategy involving either active firefighting or a controlled burn.

It also states that BESS incidents may last for several hours and says that where there are concerns about a potential toxic vapour cloud affecting sensitive receptors, developers may consider fire-gas plume modelling under different scenarios and wind conditions.

Plume models have been produced, along with other information addressing the risks associated with the proposal. You can review the submitted documents and decide whether they provide sufficient detail and reassurance about the potential effects on nearby residents, homes, the school, farms, livestock and emergency responders.

These aren’t claims from campaigners.

They are matters recognised in national fire-service and government guidance.

🌳 AND EAST HALTON ISN’T AN EMPTY SPACE ON A MAP

This is a living rural community.

Around the proposed development are homes, agricultural land, livestock, birds and wildlife.

Our countryside is also used by wildlife that doesn’t recognise the red boundary drawn around a planning application.

You can examine the submitted information about habitat, disturbance, lighting, noise, drainage, contaminated fire-water containment and emergency arrangements, and decide whether you believe the potential impacts have been properly assessed and addressed.

You should also consider whether the proposed safeguards would be sufficient in the event of a serious incident, and whether the long-term effects on the surrounding countryside and community have been fully taken into account.

🏘️ THINK ABOUT THE SCALE

East Halton is a small village.

That is why you should look carefully at the plans and understand the physical scale of the proposed compound in relation to the village itself, surrounding farmland, neighbouring properties and existing industrial development.

Ask yourself whether this is an appropriate location and scale for a development of this type, and whether the benefits of the proposal outweigh its potential effects on the village and its surroundings.

🔥 WHY YOUR OBJECTION MATTERS

Your objection is an opportunity to tell North Lincolnshire Council, in your own words, how you believe this proposal could affect the community, countryside, wildlife, safety and future character of East Halton.

You do not need to be a planning expert, and you do not need to repeat somebody else’s wording. You can explain what concerns you, refer to the planning documents and state why you believe the application should be refused, amended or subjected to further scrutiny.

You should consider whether the submitted information gives you enough confidence about fire safety, emergency access, toxic smoke, contaminated firefighting water, noise, lighting, drainage, ecology, traffic, visual impact and the cumulative effect of further industrial development around the village.

If you believe the proposal is unsuitable for this location, your objection should say so clearly and explain why.

📢 WHY YOU SHOULD SIGN THE PETITION

The petition shows that residents and others who care about East Halton are concerned about the scale, location and potential effects of the proposed development.

Signing it adds your voice to a collective call for proper scrutiny, transparent information and protection of the village and its surrounding countryside.

You should sign the petition if you believe East Halton deserves to have its safety, environment, rural character and long-term future properly considered before a decision is made.

You should also share it with neighbours, friends and family so that more people understand what is proposed and have the opportunity to make their own decision.

Signing the petition does not replace submitting an individual planning comment. If you want your views to be considered directly as part of the planning application, you should also submit your own representation through the planning portal.

The currently published consultation deadline is 22 October 2026.

Please read the application, look at the plans and evidence, and decide for yourself whether the proposal is appropriate for East Halton.

If you believe it is not, submit an objection on the planning portal and explain your reasons clearly.

Sign the petition if you want to support the wider community campaign for proper scrutiny and protection of East Halton.

Whatever your view of BESS technology generally, decisions about major infrastructure should be made with residents having access to the evidence, emergency arrangements and environmental information.

East Halton deserves that scrutiny.
