Stop the Dust: Protect Our Health and Homes in Pavilion Park

The Issue

Our neighborhood has been overwhelmed by thick, orange-tinted dust blowing directly into our homes, yards, and streets due to active construction occurring without proper environmental safeguards. This is more than a nuisance—it is a serious threat to our health, safety, and property.

Our children can no longer play outdoors. Families with asthma and allergies are seeking medical treatment. Pools are unusable. Homes and vehicles are coated daily in grime. We are replacing air filters monthly. Our quality of life has been buried beneath layers of construction dust.

Despite outreach to the developer—Carrasco Homes, LLC (and affiliated parties)—and repeated complaints submitted via the SeeClickFix platform, we have seen no meaningful action. Concerns have been denied, and complaints prematurely marked “resolved.”

We are demanding the following:

Immediate investigation into the development’s dust control and site maintenance practices
City enforcement of Midland’s environmental codes and construction ordinances
Implementation of dust suppression strategies by the developer (e.g., wind barriers, water trucks, soil stabilization)
Transparent public communication regarding active complaints and inspection outcomes
Midland is known for wind and dust—but what we’re experiencing is not natural. It is avoidable. It is preventable. It is negligence, and it must stop.
