This petition calls for urgent national reform around how pornographic content is distributed, accessed, and consumed. With minimal enforcement and outdated age verification systems, millions of minors can easily access explicit content that poses serious risks to their mental health, neurological development, and digital safety.

We’re not asking to ban porn for adults.
 We’re demanding better protections for youth and vulnerable populations through laws that reflect the digital age we live in.

What We’re Asking For:
Stronger Age Verification: Require all porn sites to use secure government-issued ID systems with biometric safeguards (like facial matching) to block underage users.

Raise the Legal Viewing Age to 21: Like alcohol or tobacco, porn affects the developing brain. Let’s align the law with science.

National Content Registry: Require all adult content to be licensed, audited, and verified to prevent exploitation and illegal uploads.

All adult content platforms must integrate government-standard VPN, proxy, and IP-masking detection systems. These systems must automatically block access if a VPN or proxy is detected, requiring users to disable such tools before proceeding with identity and age verification. Additionally, access to adult content platforms must require real-time IP monitoring that cross-checks geolocation data with ID information, making it difficult for minors to use foreign VPNs to bypass national regulations.

Public Network Restrictions:
 In partnership with internet service providers (ISPs) and public Wi-Fi services (like schools, libraries, and cafes), access to adult websites must be blocked at the network level using updated firewall rules and blacklists, preventing minors from accessing porn through unsecured or shared networks.

Penalties for Non-Compliance:
 Adult content platforms that fail to implement VPN/proxy detection and network-level safeguards will face:

-Fines of $100,000 per violation,

-Immediate blacklisting by major ISPs in the United States,

-Potential criminal investigation for reckless endangerment of minors.

This petition is built on legal precedent, public health research, and constitutional balance. Courts have already upheld the state’s duty to protect minors from harm, and the internet should be no exception.

We urge U.S. courts, legislators, and digital regulators to take immediate steps toward age-gated reform that protects children.

Porn today isn’t just explicit. Much of it is violent, degrading, and harmful. Choking, slapping, forced sex, humiliation, and simulated non-consensual acts are easily accessible by minors, often presented without context or consent verification.

This isn’t just offensive, it’s a public health crisis.

The Real World Effects:

Studies from the American Psychological Association and the Journal of Interpersonal Violence confirm the dangers. People exposed to violent porn are more likely to adopt aggressive attitudes and risky sexual behavior warping their understanding of consent, relationships, and identity.

What Needs to Change:
-Reclassify violent porn as obscene under U.S. law

-Ban violent pornographic content from being distributed to the public, not just for minors
Enforce national standards that address modern digital exploitation

-Replace outdated sex ed with neuroscience-based awareness of porn’s effects on the brain, consent, and digital safety

Under existing law (Miller v. California, 1973), sexually explicit content that includes violence, abuse, or degradation can legally be defined as obscene and unprotected speech. But the law hasn’t caught up with the reality of internet porn. We’re asking courts and lawmakers to:

While age verification and violent porn regulation is a critical first step, we must address the unregulated exposure to explicit images. Particularly genitalia, which contributes to the psychological and neurological harm experienced by users of all ages. Implementing automatic genitalia filtering systems would drastically reduce the psychological impact of unrestricted exposure to explicit material and mitigate the normalization of unhealthy sexual behaviors.

 The Psychological Health Risks of Unfiltered Content:
Desensitization: Repeated exposure to explicit genital images can lead to emotional numbness, making individuals less sensitive to sexual violence or unhealthy relationship dynamics.

Distorted Perceptions of Sexuality: Exposure to pornographic material without context can blur the lines between intimacy and objectification, leading to misconceptions about consent, unhealthy sexual expectations, and unrealistic body image standards.

Increased Aggression and Violence: Research has shown that violent pornographic content, including depictions of non-consensual acts and degradation, can increase aggression and skew perceptions of normal sexual behavior.

Mental Health Issues: Studies link frequent exposure to explicit genitalia and pornographic material to mental health concerns, such as depression, anxiety, and addiction.

To address the psychological health risks posed by unfiltered genital content, we recommend:

-Automated genitalia filtering systems for all adult platforms, ensuring explicit content, particularly genital images, is blocked or blurred for all users, not just minors.

-National guidelines and legislation mandate that adult content providers implement stringent content moderation systems to filter or blur out genitalia and explicit nudity from platforms, minimizing harmful exposure for all ages.

-Increased accountability for adult content providers to ensure that their platforms are not perpetuating unrealistic and damaging representations of sexuality and intimacy.

 The Psychological Benefits of Genitalia Filtering:
-Promotes healthier sexual development by reducing the desensitization and unrealistic expectations surrounding genitalia and sexual behavior.

-Supports mental well-being by lessening the negative impact of early or ongoing exposure to explicit content, particularly in shaping attitudes towards intimacy, consent, and relationships.

-Reduces the normalization of unhealthy sexual behaviors by controlling access to violent and degrading material, which can influence both individual behavior and broader social norms.

This proposal is not about infringing on freedom of expression or the adult entertainment industry, but about prioritizing public health and protecting psychological well-being. The current model of unrestricted access to explicit content, especially images of genitalia, has proven to be harmful to both mental and social health, contributing to a wide range of issues like desensitization, distorted relationships, and an increased acceptance of sexual aggression.

We urge lawmakers, courts, and regulators to support the implementation of genitalia filtering to reduce the psychological harm caused by exposure to explicit material. By taking this step, we can create a healthier, safer, and more balanced approach to digital content that considers the psychological and emotional health of all individuals.

Failure to adhere to stricter regulations regarding the distribution, accessibility, and consumption of explicit content, including genitalia filtering, should have significant legal, financial, and social repercussions for both individuals and platforms.

Legal Consequences:
Heavy Fines and Penalties: Platforms that fail to implement the required age verification systems and content filtering should face substantial financial penalties, including fines and court-ordered reparations. These penalties would be aimed at enforcing compliance and ensuring the protection of vulnerable populations.

Criminal Prosecution: Individuals or organizations found to be consistently violating the law should face criminal charges, especially if they are found to be distributing illegal, exploitative, or non-consensual content. This should result in imprisonment or other severe legal actions.

Loss of Business Licenses: Platforms that fail to comply with new regulations should face the revocation of their operating licenses or be forced to shut down, putting an end to their ability to generate revenue or maintain their online presence.

Blocked Access: Platforms failing to comply with legal regulations should be blocked or banned, restricting their national reach and diminishing their user base. Governments should institute restrictions or block specific sites from being accessible.

The refusal to comply with regulations is not just a legal issue but a public health crisis. Ignoring the laws puts vulnerable individuals at further risk of exploitation, undermines social trust, and perpetuates the harm caused by unregulated adult content. Those who defy these laws will face consequences that could cripple their operations, harm their reputations, and lead to substantial legal and financial ramifications.

In response to the growing mental health crisis and the failures of self-regulation across the adult content industry, the Petitioner calls for the creation of a federal oversight task force dedicated to monitoring, regulating, and enforcing adult content laws in the United States.

Objectives and Functions:
Platform Auditing: Conduct routine audits of pornographic websites to ensure compliance with federal ID verification standards, content moderation, performer consent verification, and age restrictions.

Content Flagging & Removal: Establish a centralized reporting system for public flagging of illegal or non-consensual content, with mandatory platform response within 24–48 hours.

Performer Protection: Monitor performer rights and enforce labor protections against exploitation, coercion, and trafficking.

Public Transparency: Publish annual reports on violations, enforcement actions, and public health impacts related to online pornography.

Partnership with Tech and AI Developers: Encourage innovation in biometric safeguards and digital identity verification to restrict access to age-inappropriate content.

Current regulatory structures are fragmented and outdated, leaving enforcement largely in the hands of platforms that profit from rule-breaking. A centralized federal task force would provide the accountability, consistency, and legal authority needed to:

-Protect vulnerable populations

-Uphold existing obscenity and exploitation laws

-Ensure digital platforms do not operate outside ethical and legal boundaries
