The Issue
The U.S. Department of Education is proposing a major change that will remove many essential fields — including nursing, physician assistant programs, physical therapy, social work, architecture, accounting, and education — from being classified as professional degrees.
If this redefinition goes into effect, graduate students in these fields will lose access to higher federal loan limits, forcing them toward private loans with worse terms. This could make advanced training unaffordable for thousands of future nurses, teachers, social workers, and healthcare providers — at a time when America already faces severe shortages in these professions.
Why This Is a Problem
Massive loan cuts: Students in “non-professional” graduate programs will be capped at $20,500 per year and $100,000 lifetime, far below the actual cost of these degrees.
Critical careers impacted: Nursing, social work, therapy, and education are essential public-service professions. Restricting access to these degrees will deepen national shortages.
Disproportionate harm to women: Many excluded fields are female-dominated, meaning this change could disproportionately limit women’s access to higher education.
Private debt explosion: Without adequate federal loan options, students will be pushed into private loans with higher interest, fewer protections, and no income-driven repayment.
When This Will Happen
This change is being pushed through regulatory rulemaking tied to federal loan reforms and is expected to take effect July 1, 2026, unless public opposition stops it.
