Stop the CPS/Howard Energy/Outer Loop LLC natural gas pipeline project in Central Texas
The Issue
PETITION TO OPPOSE THE PROPOSED NATURAL GAS PIPELINE PROJECT THROUGH BEXAR, COMAL, AND GUADALUPE COUNTIES
To: CPS Energy, Howard Energy, Outer Loop LLC, and Relevant Local and State Authorities
We, the undersigned landowners and residents of Bexar, Comal, and Guadalupe Counties, stand in firm opposition to the proposed natural gas pipeline project. This pipeline, designed to run from the Calaveras Lake power plant to the Seguin power plant—then branching off near Pioneer Road through the Santa Clara power station and northwest of New Braunfels—presents a clear and immediate threat to our land, safety, and way of life.
The Impact:
This pipeline was discovered when a landowner saw survey crews planting stakes in county rights-of-way. No public office had been informed. No letters had been mailed to landowners. The companies are trying to ram-rod this project through as quickly as possible without properly informing.
In our communities, land is more than property. It is heritage. It is freedom. It is the foundation of our crumbling rural identity—passed through generations, carefully managed, and deeply valued. This project, by omitting the usage of existing infrastructure, further endangers this way of life.
Pipeline Points:
-Landowner transparency has been nonexistent.
-The 24 inch, 1000 PSI pipe is only buried 3 feet deep which can create a blast radius of over 500 feet (Texas Department of Transportation).
-May be buried up to 100 feet from homes-homeowners cannot connect.
-Easements are 50 feet wide with additional 50 feet working easement.
-Boring will be used to cross under roads. Additional property damage may occur near roadway on landowner property to do so.
-Topsoil and subsoil will be separated and “put back” but no soil will be removed. Leaving all soil could cause changes/damages in land topography and improper water drainage.
-Easement land becomes unusable except for some agricultural implications. Landowners are prevented from constructive activities such as building structures, planting trees, or altering terrain. Some gas companies demand no permanent installation or landscaping, permitting only grass cover and occasional access roads.
-Easement land can devalue property.
-Texas law confirms when a pipeline easement is granted, the landowner remains the owner of that land and continues to pay property taxes on it.
-Maps are purposely vague and will shift over time. If you aren’t in the zone now, you may become part later.
-Proposed timeline: Construction start-April 2026. Proposed completion-November 2026.
We need:
-Landowner transparency and respect. Proper notifications.
-Avoidance of private land--usage of existing easements/infrastructure.
