It’s a problem with both SAT and ACT. Historically it was no unreasonable to trust school administrators and teachers to proctor the tests because the society held educators as trustworthy people. But with high stakes testing in recent years, there’s a huge perverse incentive for school proctors to help their own students to cheat. Remember the Atlanta Public Schools cheating scandal on state-mandated tests, thanks to No Child Left Behind? Now imagine those academically non-challenging high schools that inflate grades in easy classes AND help students cheat on standardized tests. AND those students get higher “adversity scores” thanks to four out of twelve criteria which AWARD students in easy schools. What a perverse incentive.
