

Stop the Casino Move to Indianapolis—Protect Vulnerable Communities
The Issue
Indianapolis is being considered as a relocation site for a struggling southern Indiana casino—but we, the undersigned, strongly oppose bringing a casino into our city. Why? Because it would disproportionately harm the very people already facing the most hardship.
Studies show that people living near casinos—especially in urban, low-income areas—are far more likely to develop gambling problems. These problems lead to bankruptcies, job losses, housing instability, and emotional distress. When a casino is located in a densely populated city like Indy, it becomes more accessible to people who can least afford to lose, magnifying harm in the name of revenue.
A casino doesn’t grow our economy; it cannibalizes it. It diverts money from local entertainment, family-run businesses, and essential goods, while offering few long-term economic benefits in return.
Lawmakers may hope to fix potholes with casino tax revenue, but this comes at a steep cost. Those most affected—low-income residents, people without cars, and families already facing financial strain—would see little of the upside and all of the risk. The promise of community grants or beautification efforts can’t undo the damage caused when gambling problems increase in our neighborhoods.
If legislators insist on relocating this casino, it must not be placed in Indianapolis. The state should prioritize sites where harm can be minimized and support services can keep pace. Our city, already grappling with housing and public safety challenges, should not bear the burden of propping up a failing casino.
We call on the Indiana Gaming Commission, State Senator Andy Zay, and all Indiana lawmakers to reject the relocation of any casino to Indianapolis. Let’s invest in economic strategies that build up our communities—not exploit their vulnerabilities.
