There are too many people abusing animals, leaving that animal and getting another. Too many people go unaccountable for their abuse to animals.  Its time to stop it and regulate it.  I think if you are convicted of abusing an animal you should not be allowed to ever have that right again.  It is a privilege to have an animal and these people d not deserve that privilege.  Breeders and pet shops are no aware of these abusers and so the abuse goes on and on.  Please help put a stop to this.
