Stop the 21-Storey Development on Harry Chan Avenue (Public Land)
The issue
Darwin City Council and a private developer plan to build a 21-storey building on Public Land at 17 Harry Chan Avenue, Darwin City, under the guise of a "new civic center." However, the majority of the space will be used for private offices, not public benefit.
This project is unnecessary and detrimental to the Civic and State Square area, which encompasses significant historic land. There is already ample vacant office space in Darwin, making this development redundant. Additionally, a building of this height will adversely impact the existing and future character of the area.
Most concerningly, there has been no community consultation regarding:
- The construction of a 21-storey building on this site.
- The use of ratepayers' money for this project.
- The involvement of a private developer in partially owning a building on public land.
- The terms of the commercial deal between the private developer and Darwin City Council, which remain undisclosed to the public.
We, the undersigned, call on Darwin City Council to halt this project immediately. Transparency and accountability must be prioritised in decisions that affect our city’s future and the use of public resources.

The Darwin City Council plan to put 21 storeys where the car park is currently.
Totally unnecessary, inappropriate for the area and a waste of ratepayer's money.
The Darwin City Council could build a new, modern low-level building occupied solely by them, as the current building is.
