It appears the SBR HOA Board of Directors is sending out statements for a special assessment due in September 2025, with the reason as "Assessment for September 2005".  

These statements have been sent without any supporting documentation, which raises significant concerns. A valid special assessment should be accompanied by official documentation that includes:

1. A clear statement of the assessment's purpose.
2. Details on how and when the funds were approved by the Homeowner members.
3. A specific budget for how the money will be used.
4. Justification for why the assessment is necessary for a discretionary project. 
5. Official minutes from the meeting where the decision was made for both the purpose and the assessment, specifically. 
6. By whom at the meeting where the decision was made for both the purpose and the assessment, specifically. 
7. How many Homeowner members specifically approved of the assessment and the use of the assessment funds? 

Given the lack of this information, it is reasonable for homeowners to dispute this charge and request proper documentation to substantiate its validity and to let them know you are not in agreement with their actions to collect this special assessment. 

Before paying, you have the right to dispute this statement and the balance due amount.  Those collecting this debt should provide documents showing your signed authorization for this assessment.  Who specifically on the board authorized this assessment by name?  What actions will be taken for non-payment of the disputed assessment? 

If you have already submitted your payment but disagree with the assessed amount, your dispute is due to the lack of proper notice, and you can still specifically notify the Board in writing. In your correspondence, state that while payment was made, you are disputing the assessment pending receipt of the required and valid documentation.  These are the mailing addresses,
