The Issue

Roblox is not just an ordinary platform for Filipino users; it has become a space where friends can socialize in a virtual environment, develop cognitive skills through thousands of interactive experiences, and benefit a wide range of individuals: including players, developers, content creators, and others connected to the platform.

Recently, the Department of Information and Communications Technology (DICT) and the Cybercrime Investigation and Coordinating Center (CICC) has issued a formal warning to the management of Roblox, saying that they should improve their services in regards to Child safety or they will be restricted, or even face a possible ban in the Philippines.

While we understand the reasoning presented by the DICT and the CICC, we strongly oppose the potential banning of the platform nationwide. Such a band-aid decision would negatively affect individuals who have built meaningful relationships and sources of income through it.

We believe it is unfair to place sole responsibility on the platform for issues such as children’s excessive use and exposure to harassment, pedophilia, illegal activities, terrorism, and more harmful and not suitable content. Parents and guardians play a critical role in monitoring and guiding their children’s online activity. Moreover, many may not be fully aware that Roblox has already implemented parental controls and continues to introduce additional security measures aimed at strengthening user safety across the platform, particularly as a result of the Schlep issue in the American Roblox community.

In light of this, we respectfully urge the Philippine government, particularly the DICT and the CICC, to reconsider any plans to impose a ban on the platform. Instead, we encourage a more balanced approach that acknowledges Roblox’s ongoing efforts to enhance user safety, including the measures outlined in the OSA Annex of its Terms of Service.

We also call on parents and guardians to take an active role in guiding their children’s digital behavior. Proper monitoring, guidance, and discipline are essential in ensuring a safe and responsible online experience, particularly when using digital devices and engaging with platforms such as Roblox.
