Stop Retaliation Against Senior & Disabled Tenants in Ventura County - Public Housing

The Issue

We, the undersigned, call on local, county, and federal officials to immediately investigate and intervene in the ongoing retaliation against tenants at Florence Janss Apartments, a public housing complex in Thousand Oaks, California, operated by the Area Housing Authority of the County of Ventura (AHACV).

Residents — whom are disabled, elderly, and low-income — are facing harassment and eviction threats for exercising their basic rights: organizing a Resident Council (AKA: tenant association), requesting ADA accommodations, and speaking out about uninhabitable conditions.

What’s Happening AHACV has:

  • Posted 3-day eviction threats on the doors of Senior and disabled tenants without due process.
  • Used union busting strategies against tenant association.
  • Ignored multiple ADA accommodation requests and grievance filings.
  • Installed a kitchen “ADA modification” without required permits, later deemed unsafe and redone.
  • Failed to address chronic plumbing problems, resulting in a major repair involving 138 feet of piping due to prolonged inaction and tenant complaints. 
  • Instructed tenants not to flush toilet paper or wipes due to recurring plumbing failures.
  • Displaced a disabled senior tenant due to heating failure and flooding
  • Accused organizers of misconduct without evidence

Why This Matters These actions violate:

  • The Americans with Disabilities Act (ADA).
  • HUD tenant protections under 24 CFR § 964 & § 966.
  • California Civil Code § 1942.5 – which prohibits retaliation against tenants for asserting their rights.

Seniors and disabled residents should not live in fear for asserting basic legal protections. This is publicly funded housing, and the public deserves accountability, not intimidation.

What We’re Asking For

  1. Immediate halt to retaliatory eviction actions.
  2. Full investigation by local, county, and federal authorities.
  3. Independent oversight of AHACV practices.
  4. Enforced compliance with ADA and HUD regulations.

2025 HUD funded emergency grant for sewer line repair

HUD has classified Florence Janss Apartments sewer line problem as emergency work because of the existing hazardous conditions that threaten the health and safety of residents of Florence Janss Apartments. So HUD has funded: $682,734 for sewer line repair.

Housing Authority in a document to HUD has admitted to severity of the problem. 

FLORENCE JANSS - 190-210 Brazil St., Thousand Oaks, CA 91360 - Sewer Line Replacement: $682,734

The AHA is requesting emergency funding to address multiple sewer back-ups at the Florence Janss Apartments; a 64 unit complex that is the home of elderly and disabled individuals. In the last year, tenants have requested transfers or have moved due to the frustration and concern for their health resulting from recurring flooding in their units. Not only is the sewage a health hazard to our tenants due to bacteria in the water, but it can also create other hazards such as mold and bacteria growth and serious structural damage resulting from the constant water intrusion. Furthermore, relocation, carpet replacement, water restoration repairs and constant tenant complaints have been costly. In July of 2024, the AHA spent $96,000 to complete an urgent repair to a portion of the cast iron pipe that had major cracks and holes.

We the Florence Janss tenant advocates refuse to stay silent.

Seniors and disabled tenants in Ventura County deserve safe, dignified housing — not retaliation or silence. We are expanding our tenant movement countywide to protect tenants rights, health, and safety.
