The Issue

City of Roseville is considering rezoning the Phillip Road Site from Public/Quasi-Public to Industrial / "Innovation" — an action that could open the door to an AI Data Center at this address: 6382 Phillip Road, Roseville, California 95747. (Parcel: Placer County Assessor at APN 017-101-008-000)

Roseville residents are concerned about increased noise, traffic, environmental impacts, water quality and supply, infrastructure strain, and the loss of land currently designated for public and community-serving purposes. For many good reasons articulated by Save Reason Farms on website at https://savereasonfarms.org the Phillip Road Site is not appropriate for industrial development or "innovation" development of an AI Data Center.

We call on all five Roseville City Councilmembers to protect our neighborhoods, our schools, and our quality of life by voting NO on any General Plan amendment or rezoning that would convert the Phillip Road Site into an industrial or “innovation center” use.

Please sign and share this petition to help protect Roseville neighborhoods, preserve this parcel of public/quasi-public land, and keep the Phillip Road Site aligned with community needs — not industrial development.

Feel free to comment on this petition. Independent research is encouraged.

Roseville citizens remain very concerned, inquisitive, and deeply probing.

Placer County, especially Roseville citizens, are very concerned by the disclosures in private industrial developer's Draft Environmental Impact Report (DEIR) submitted to California Governor's Office, here:  https://ceqanet.lci.ca.gov/2025060240/2

Responded
Greetings, Thank you for reaching out and providing the City a chance to respond. The Phillip Road Site proposal is currently moving through the City’s established review process, which includes technical analysis, environmental review, and a publicly-noticed hearings at the Planning Commission and City Council. Since the Planning Commission and City Council will serve as the impartial recommending and decision‑making bodies at those hearings, the Brown Act and due‑process requirements prevent Commissioners and Councilmembers from taking a public position before all information and public testimony are presented, therefore they will not be responding to you directly. This ensures a fair and transparent process for the community. Current information regarding the project, which is updated periodically, can be found here: https://www.roseville.ca.gov/development_services/planning/projects_of_interest/proposed_phillip_road_site/index.php" Best Regards, Dominick Casey, ICMA-CM City Manager [Note: The Change.org Civic Engagement Team reaches out to decision makers to let them know about petitions in their community and to help facilitate engagement with supporters. The above was an email response we received regarding this petition.]
