The people of Columbus , Ohio and Franklin County and Rescue Groups who have a history with FCDS , and Volunteers , and the Public. For example ; prior to a request for Public Records , one must know where to look, and specifically what to request . A starting point could be: Lost Dog Reports (policy and procedures ); Euthanized dogs ( one year etc...); Behavioral Assessment of Dogs in the custody of FCDS (Skills required ) (policy and procedures ) (Whom is qualified ? What standards apply?); A volunteer who was terminated from FCDS (threatened to have rights terminated); Rescue Groups (suddenly no longer on the appropriate approved Rescue list?) (Why?)
