The Issue

There’s a Bill up for debate in our beloved Louisiana that threatens to drag us back into the shadows of our past. HB211 is not just another piece of legislation; it is a glaring revival of archaic racist policies which this administration seems all too eager to resurrect. This Bill criminalizes homelessness by making outdoor camping illegal—a harsh blow to those already struggling.

 

Let’s remember the vagrancy laws that swept across the South after the abolition of slavery. These laws made it illegal to be unemployed or merely exist outside without purpose. For newly freed black individuals, this meant a forced return to slavery through the prison system, exploiting a loophole in the 13th Amendment. HB211 is eerily similar, targeting those without homes, pushing them into the judicial system, and profiting through forced labor.

 

In Louisiana, where our job market is deliberately constricted, any economic shift jeopardizes the most vulnerable. As the economy worsens, homelessness—a condition spreading beyond control—will see a spike. This Bill doesn’t offer solutions; it criminalizes suffering for profit. It’s the same old strategy: new name, recycled racist intent.

 

We cannot stand by while history threatens to repeat itself. We must remember, educate, and act. By stopping HB211, we defend our community against a regression to outdated, prejudiced policies. We protect those who find themselves on the harsh edges of society.
