Stop Kansas City Ordinance 251028 Protect Hemp Businesses and Consumers

The Issue

Kansas City Mayor Quinton Lucas and several councilmembers have introduced Ordinance 251028, a sweeping “gas station drugs” ban that would prohibit many hemp‑derived and other psychoactive products in all retail locations, including gas stations, vape shops, smoke shops, convenience stores, and hemp dispensaries across the city. This ordinance wrongly lumps responsible, lab‑tested hemp products together with unregulated, unsafe substances and threatens legitimate, tax‑paying small businesses and their employees in every neighborhood. As a minority veteran who has spent the last five years working to build up my business and Westport community, this ban directly attacks the American dream built through sacrifice, service, and entrepreneurship. Instead of a blanket ban that will push consumers toward the illicit market, Kansas City should adopt common sense regulations such as 21+ age limits, mandatory lab testing, child‑resistant packaging, and strong enforcement against bad actors, while allowing compliant hemp businesses to remain open and serve responsible adults.
