Support Relatives of Ayotzinapa’s 43 Disappeared Students and Special Monitoring Mechanism

(For English see below) Queridos amigos, Durante las últimas semanas, el diálogo entre los familiares de los 43 normalistas y el gobierno mexicano (SRE, PGR y SEGOB) ha estado empantanado. Asimismo ha seguido la campaña del gobierno para sostener que la tortura y desollamiento del rostro de Julio César Mondragón fue causado por fauna local (versión sostenida por la Comisión Nacional de Derechos Humanos), dictamen a su vez altamente cuestionado por las investigaciones del Equipo Argentino de Antropología Forense. Las otras líneas de investigación sobre los celulares, el trasiego de droga y la coordinación del C4 en los ataques ha sido mínima. Asimismo hay mucha resistencia para separar del cargo a Tomás Zerón de Lucio, director de la Agencia de Investigación Criminal de la PGR, quien manipuló y plantó evidencia recolectada en el río San Juan. Aunque la PGR y SEGOB se han reunido con los familiares de los normalistas, no ha habido acuerdos en relación al acceso a la información y visitas constantes del equipo de investigación como solicitan los familiares. http://www.jornada.unam.mx/2016/07/13/politica/012n1pol Hasta ahora el trabajo del GIEI ha sido el único que ha dado confiabilidad en las investigaciones y ha sacado a la luz serias anomalías en las investigaciones oficiales de las que se puede deducir hay un encubrimiento a nivel federal de la fuerza pública y particularmente del ejército. El GIEI ha sido la única instancia que ha trabajado con seriedad, profesionalismo y respeto para los familiares. Detener el Mecanismo Especial de Seguimiento significa quedarnos sin un monitoreo que exija rendición de cuentas a las autoridades y eventualmente pueda llegar la justicia. En estos momentos la negociación está en un punto delicado por eso es importante apoyar la propuesta de los familiares sobre las condiciones y desarrollo de este Mecanismo Especial de Seguimiento para: 1) proseguir con las investigaciones y dar con el paradero de los normalistas, 2) exigir rendición de cuentas, 3) sentar las bases para lograr la verdad y justicia para Ayotzinapa, y 4) que siente precedente para llevar otros casos de las más de 26,000 desapariciones forzadas en los últimos 10 años. After reports delivered by GIEI and recommendations made by IACHR, the Special Monitoring Mechanism will assure to follow up this terrible case and put pressure for achieving accountability and justice. However, government’s campaign to sustain official version of “historical truth” has continued diminishing findings of GIEI (special team of IACHR). An example of it has been statements made by National Commission on Human Rights (Mexico), saying that Julio César Mondragón skin’s removal were made by local fauna, and not as part of torture as Argentine Forensic Anthropology Team has endorsed. Another lines of investigation such as the student’s cellular phones, drug trafficking route, and the role of coordination of attacks by C4 have little or any progress in official investigations. In addition Mexican government is reticent to remove from his post Tomás Zerón de Lucio (director of Criminal Investigation Agency) even after findings he have planted evidence in the San Juan River. Even though Mexican authorities (Attorney General of the Republic’s Office and Secretary of the Interior) have met this week with the relatives of 43 disappeared students, there has been no agreement for the Special Monitoring Mechanism particularly in the areas of assuring access to information and promoting regular visits by rapporteurs. http://www.jornada.unam.mx/2016/07/13/politica/012n1pol Investigations made by GIEI have brought hope to achieve accountability and eventually justice. Works made by GIEI have been professional and reliable, as well as investigation has been conducted with transparency, respect and mindfulness with relatives of the disappeared students. Moreover, investigations have brought to light serious anomalies in official investigations of which one can surmise there is a persistence to cover actions made by public forces including the army. Negotiations are currently in a very sensitive phase, that is why I am asking you to support the relatives of the 43 disappeared students and the Special Monitoring Mechanism for achieving: 1) continuing investigations for finding the students, 2) demand accountability from Mexican authorities, 3) demand truth and justice for Ayotzinapa, and 4) set a precedent of other more than 26, 000 cases of enforced disappearance during the last 10 years. For these reasons, I’m writing to you, and asking for your support by signing this petition, and by involving your friends and peers. Please spread the word on social networks.
