We, the undersigned, petition for urgent action to address the growing failure to enforce bail conditions for children and young people in the UK.
Across the country, communities are witnessing a disturbing trend: children and teenagers on bail repeatedly breaching court-imposed conditions—including curfews, exclusion zones, and association bans—without consequence.
When these breaches are ignored or overlooked, it sends the wrong message:
• That rules don’t matter
• That the justice system is weak
• And most importantly, that young people don’t need to be accountable for their actions
This failure to act not only undermines public trust in the youth justice system but also puts these children at greater risk of long-term criminal involvement, exploitation, and lost opportunities for rehabilitation.

• Accountability is essential for growth – Young people must understand that actions have consequences, especially when given a chance to stay out of custody.
• Inaction harms futures – Ignoring repeated bail breaches allows damaging behaviour patterns to form and worsens outcomes for vulnerable children.
• Communities deserve safety – Victims and the public need to know that conditions set by the courts will be enforced.

We call on the Government and relevant authorities to:
1. Ensure police consistently enforce bail conditions for children and young people, particularly in cases of repeated or serious breaches.
2. Increase transparency and reporting on how many youth bail breaches occur and how they are handled.
3. Invest in Youth Offending Teams (YOTs) and early intervention services that can both supervise and support at-risk young people more effectively.
4. Expand community-based alternatives to custody that still involve meaningful accountability (e.g. restorative justice, electronic monitoring, ISS).
5. Provide clear guidance and resources to police forces to reduce discretion that leads to inaction, particularly when public safety or the child’s welfare is at risk.

We do not advocate for a more punitive system, but we demand a smarter one—one that balances compassion with consequences, and prevention with public protection.
The system is failing not only communities, but the very children it claims to protect. Without action, we risk condemning another generation to cycles of crime, poverty, and wasted potential.
