The Issue

I am a victim of gross misconduct and systemic failure. For over 20 years, my life was manipulated and controlled by the deceitful actions of a government agency in Boone and Kenton County, Kentucky - the Department of Community Based Services (DCBS) aka children’s health and family services (CHFS), and an individual, Ann Jackson/Petty. The origin of my plight dates back to 1998 at 14 years old, then in 2002 when Jackson/Petty falsely charged me. The illegitimate charges were subsequently dismissed by a judge, marking the start of an ongoing pattern of illegal practices by DCBS and Jackson/Petty.

Throughout this dark period, Jackson/Petty utilized her position to forge documents, further manipulating my life circumstances. Most distressingly, I was handed over to a criminal who inflicted sexual abuse on me. I was not the only victim of these heinous practices - Many others have suffered similar ordeals at the hands of the same institution and individuals. The 20+ years illegally stolen from my life by Jackson/Petty's deception and the DCBS's/ CHFS’s negligence have left indelible scars that no amount of restitution can erase, but they need to be accountable.

The thread of misconduct leads to 2021 when Jackson/Petty was involved in signing false documents yet again. This pattern indicates systemic abuse of authority that extends far beyond a singular personal experience.

Such orchestration of human rights abuses could not have been possible without resources and funding - It is imperative that those funding these operations are made aware of their role in perpetrating human trafficking.

I demand justice. Justice for my 5 children whom faced the same systematic abuse ,Justice for the years stolen, the home lost, the emotional damage endured, and compensation for having my life being irrevocably dictated by a perilous misuse of institutional power. I implore everyone to stand with victims of systemic abuse by signing this petition. Together, we can start the process of accountability and promote the demand for reform in community based services. Also, I would like to finally obtain all the records that I am entitled to, and I’ve had multiple attorneys try to obtain without success because everything is completely redacted!! I want answers from the federal officials who watched all of this happen and were aware of my circumstances and complaints!
