Highland Park Residents Against Street ClosuresHighland Park, NJ, United States
19 Jul 2022

Tonight is a redevelopment meeting regarding the development on Tract C, the municipal parking lot next to the Reformed Church of Highland Park, and where the Farmers Market is held.

There is one agenda item:

Discussion Items
• Downtown Redevelopment RFP - Recommendation for Tract C
• Presentation by Garden Homes
Public Comment: (3 minutes per speaker)

The original plan for Tract C involved 2 4-5 story mixed use structures, with storefronts on the ground floor and apartments above.  There was no provision for any parking to be located there, and no provision to make up for the public parking that would be lost as a result.  Parking was supposed to be relocated to a multi-story parking deck on North 3rd Avenue.  However, that parking lot is currently used by the restaurant on the corner of N.3rd, who has a 10-year lease.

The Planning Board deemed the Boro's plan inconsistent with the Master Plan and made a recommendation that the Boro must take into consideration the parking needs of the Reformed Church and the businesses in the area that rely on the public parking afforded by Tract C, and the Boro adopted this recommendation.  However, the RFP for redevelopment did not mention either factor.  So it is unclear whether the developer who will be making a presentation tonight is even aware of this, or if any new provisions for public parking have been included.

If the plans eliminate the public parking and Farmers Market on Tract C, this is a move closer to the Boro closing S.3rd Avenue.
