Community attendance helps demonstrate how strongly residents feel about this issue.

Update: Surrey 2050 OCP and the impact on Ocean Park and Crescent Beach

Residents should be aware that the proposed Urban I designation in the Surrey 2050 Official Community Plan could significantly change the future of our neighbourhoods.

While the name sounds similar to the current plan, Urban I allows much higher density housing, including

• Small multi unit housing
• Rowhouses
• Townhouses
• Potential low rise apartments

If applied across Ocean Park and Crescent Beach, developers could argue that higher density projects are already supported by the Official Community Plan, making approvals much easier.

Key concerns include

• Traffic and safety
Access to the area is limited to Crescent Road, 24 Avenue, 20 Avenue and 16 Avenue. Congestion already occurs near Crescent Park Elementary and Elgin Park Secondary and increased density could worsen emergency response times.

• Schools already over capacity
Elgin Park Secondary is currently over capacity and Crescent Park Elementary is an aging facility that has experienced infrastructure challenges.

• Environmental impacts
Ocean Park and Crescent Beach are defined by mature tree canopy that supports stormwater absorption, carbon capture and cooling. These benefits cannot be replaced once trees are removed.

• Neighbourhood character
The Crescent Beach Local Area Plan emphasizes maintaining a low density seaside village character.

• Lack of infrastructure planning
Higher density is typically supported by strong transit, services and road capacity. These conditions do not currently exist in this area.

 

Community response

• More than 2,200 residents have signed a petition opposing the proposed Qualico development
• No independent residents spoke in favour at the public meeting

Residents are encouraged to write to Mayor and Council and ask them to reconsider applying the Urban I designation to Ocean Park and Crescent Beach until proper infrastructure analysis and community consultation are completed.

1. Attend Council Chambers in person
2. Watch the livestream in person at City Hall
3. Watch the livestream on a personal device
4. Submit written comments to Council
5. Provide comments to Council in person at City Hall

Written submissions will be made public on the City’s website and distributed to Council. Submissions must be received by 12:00 noon on the day of the Public Hearing. Use email if you are attaching documents with your submission.
