The Issue

Guernsey’s public funds are invested in BlackRock, which holds over £9 billion in weapons production, including the F-35 fighter jet—a killing machine. This breaches our moral duty and our legal obligations under the UN Genocide Convention.

We demand immediate divestment. The States of Guernsey must immediately divest all public funds from any company which profits from weapons manufacturing, genocide, or ecocide. Guernsey must not be complicit—legally or morally—in crimes against humanity or the destruction of our planet. 

The people of Guernsey are directly affected, as it is our taxes and public funds invested in companies (such as BlackRock) which profit from weapons and environmental destruction. Under international law, states have a duty to both prevent and refrain from aiding genocide. If we continue to hold such investments, we risk being both legally and morally complicit in atrocities which cause immeasurable human suffering, displace whole communities, and destroy ecosystems upon which all life depends.

If these investments continue, Guernsey’s reputation, integrity, and compliance with international law could be damaged; not abiding by UN guidance undermines our standing as a responsible jurisdiction and exposes us to potential legal consequences. Conversely, if we divest from all companies connected to weapons production and ecocide, we will send a clear message that Guernsey refuses to profit from mass suffering or environmental collapse, as well as safeguard our moral and legal obligations.

International scrutiny of states’ financial complicity in genocide and environmental crimes is ever-increasing. Globally, divestment is accelerating. Each day that our funds remain invested in such companies, our money is directly supporting ongoing harm. Immediate divestment is not only a moral imperative but a legal necessity under the UN Convention on the Prevention and Punishment of the Crime of Genocide. Guernsey must act now to ensure our public funds reflect our values and our duties under international law. We recall that the States of Guernsey divested from investments implicated in Russia's illegal invasion of Ukraine within days - we know it can be done quickly. In light of the July 2025 UN Report 'Who Profits from Genocide', it could not be more urgent - we must act now. 

We call on the States of Guernsey to immediately divest all public funds from any company that profits from weapons manufacturing, genocide, or ecocide. Our island must not be complicit—legally or morally—in crimes against humanity or the destruction of our planet. The time to act is now.
