STOP GENDER-BASED DISCRIMINATION AT HILLSTAR TESTING STATION
The Issue
To: Western Cape Provincial Traffic Department, City of Cape Town, and Department of Transport
We, the undersigned, demand immediate action regarding the reported discrimination and harassment of female driver's license candidates at the Hillstar Testing Station in Cape Town.
BACKGROUND:
Multiple female candidates have reported experiencing:
• Deliberate intimidation during testing
• Discriminatory treatment based on gender
• Unprofessional conduct by a specific testing officer
• Systematic abuse of power
• Unjust failing of competent drivers
URGENT DEMANDS:
1. Immediate suspension of the identified testing officer pending investigation
2. Full, independent investigation into all reported incidents
3. Review and audit of all test results conducted by the officer in question
4. Implementation of the following reforms:
- Mandatory anti-discrimination training for all testing officers
- Independent observers during testing procedures
- Clear reporting mechanisms for harassment complaints
- Regular psychological evaluations of testing officers
5. Public hearing to address systemic discrimination at testing stations
6. Implementation of a zero-tolerance policy for discriminatory behavior
ACCOUNTABILITY MEASURES:
• Regular progress reports on the investigation
• Transparent communication with affected parties
• Establishment of an oversight committee including community representatives
• Creation of an independent appeals process
TIME TO ACT IS NOW:
We are on the eve of SONA 2025 and whilst there are many policies in place regarding gender equality, too many government officials continue to act without impunity, harassing and abusing women with no fear of repercussions. The importance of immediate action will be a precursor to the tone and seriousness of government in dealing with gender discrimination.
We will not be silenced. We will not back down.
The time for action is NOW!
