All State Education Departments,
And Concerned Authorities.
Subject: Request for Immediate Implementation of the 5-Point Student Rights Charter to Regulate Coaching Institutes
Respected Sir/Madam,
We, the aspirants, parents, and concerned citizens, wish to raise serious concerns regarding the ongoing exploitation, lack of regulation, and compromised safety standards across coaching institutes in India, championed by Ronak Khatri and the Student Rights Front.
Thousands of hardworking candidates prepare for competitive examinations for years with honesty, dedication, and immense financial and mental sacrifice. However, the current unregulated environment allows coaching institutions to operate without accountability, leading to severe financial distress, mental trauma, and safety hazards for students.
If the education system is left unchecked, the integrity of academic fair play stands severely damaged. Deserving candidates from middle-class backgrounds lose their rightful opportunities, while public trust in student welfare declines.
Therefore, through this petition, we respectfully demand the immediate implementation of the following 5-Point Charter of Demands:
Universal Fee Regulation (The "School-Model" Act): The establishment of a legal framework similar to the Delhi School Education Act to regulate coaching fees. No fee hike should be permitted without prior approval from a committee that includes mandatory student and parent representation.
Right to Exit (Mandatory Pro-Rata Refunds): The strict enforcement of the National Coaching Guidelines 2024 regarding fee refunds. Any student choosing to leave a course mid-way must receive a pro-rata refund for the remaining duration within 10 days, ensuring students are not held hostage by non-refundable deposits.
Batch Size and Infrastructure Sanity: The enforcement of strict infrastructure and safety limits and a maximum cap of 50 students per batch to ensure proper mentoring and prevent dangerous overcrowding.
Ban on Misleading "Rank-Buying" Advertisements: A total prohibition on institutes falsely claiming the same top-ranking students through mock interview loopholes. In compliance with CCPA directives, all advertisements must explicitly state whether a student was a Full-Time Paid classroom student or a Free Mock attendee.
Removal of the 18% "Education Tax" (GST Reform): The immediate reduction or total removal of the 18% GST currently levied on competitive exam coaching, easing the immense financial burden and debt imposed on middle-class families.
We are not against any institution or authority; we are only seeking justice, safety, transparency, and equal opportunity for every deserving student. Honest aspirants should not suffer because of the commercialized practices of a few institutions.
This issue concerns the future of lakhs of students and the credibility of the education ecosystem itself. We request the concerned authorities to take immediate and serious action in the interest of student welfare and public trust.
Sincerely,
Ronak Khatri and Concerned Candidates and Citizens
