The Issue

PETITION FOR TRANSPARENCY, COMMUNITY REVIEW, AND RECONSIDERATION OF THE PROPOSED DATA CENTER DEVELOPMENT AT THE FORMER CENTRE FOUNDRY SITE IN WARWOOD, WEST VIRGINIA

To: The City of Wheeling, Wheeling City Council, Ohio County Officials, State Regulatory Agencies, and Project Developers

We, the undersigned residents, property owners, taxpayers, and concerned citizens of Wheeling and the surrounding communities, respectfully request increased transparency, comprehensive public review, and reconsideration of the proposed data center development at the former Centre Foundry site in Warwood.

While we recognize the importance of economic development and technological advancement, projects of this magnitude carry significant long-term impacts that deserve thorough public discussion and independent evaluation before final approvals are granted.

Our concerns include, but are not limited to:

Electrical Infrastructure and Reliability


The potential strain on the regional electrical grid.
Possible impacts on residential and commercial utility costs.
Risks to grid reliability during periods of peak demand.
Water Consumption and Environmental Impact


The amount of water required for cooling operations.
Potential effects on local waterways and water resources.
Long-term environmental consequences that may not yet be fully understood.
Noise, Traffic, and Quality of Life


Continuous operation of cooling systems, backup generators, and support equipment.
Increased construction and operational traffic through residential neighborhoods.
Potential impacts on nearby homes, schools, parks, and community spaces.
Property Values and Community Character


Possible effects on residential property values.
Changes to the character and future development of the Warwood neighborhood.
Concerns regarding industrial expansion near established residential areas.
Emergency Preparedness and Public Safety


Backup power generation, fuel storage, and fire protection plans.
Emergency response capabilities and preparedness.
Public disclosure of risk mitigation measures.
Transparency and Public Participation


Full disclosure of projected resource consumption, environmental studies, and infrastructure requirements.

Therefore, we respectfully request that all approvals related to this project be paused until:

Comprehensive environmental and infrastructure impact assessments are completed and publicly released.
Public hearings are conducted with meaningful opportunities for community input.
Independent studies are performed regarding electrical demand, water usage, noise levels, and traffic impacts.
Developers provide clear, verifiable information regarding projected benefits, costs, and long-term community impacts.
The citizens of Wheeling deserve a transparent process and a meaningful voice in decisions that may affect our neighborhoods, environment, public resources, and quality of life for decades to come.
