The Issue

My name is Jenny Hartfield. I know what it’s like to experience hardship, to navigate a system stacked against you, and to be denied the stability and opportunities that every person deserves. When I hear about taxpayer money being stolen, I don’t just see numbers — I see the meals, housing, and hope that were taken away from real people.

This is personal to me because I’ve lived the struggles our community faces. I know what it feels like to be pushed aside while resources are wasted or stolen. And I also know the power of what could happen if that money actually reached the people — the transformation it could bring to families, youth, and neighborhoods across Dover.


To achieve this, we need significant changes !!!

First, let's create a Public Oversight Board composed of residents, including those with lived experience of homelessness and poverty, to genuinely review housing and service funding. This Board would ensure that funds are allocated where they are most needed, allowing for community voices to play a crucial role in financial decisions.

Additionally, it's imperative we implement Independent Audits. By mandating annual public audits of all nonprofits and agencies handling taxpayer dollars in Dover, we can ensure transparency and build trust within the community.

Moreover, protecting Whistleblowers is essential in this fight against corruption and fraud. By establishing safe hotlines and offering legal protections for anyone reporting misconduct, we ensure that the truth can come out without fear of retaliation.

Finally, we must Expand Direct-to-People Aid. Implementing programs like rent vouchers, food credits, and transportation support that go directly to families ensures that aid reaches those who truly need it.

This petition is part of the larger Light Up Dover initiative, which is building community-led solutions such as Dover’s first time bank to keep power and resources in the hands of the people.

We demand that Dover’s elected officials act immediately to stop corruption, protect vulnerable citizens, and restore public trust. We are asking our leaders to respond and take meaningful action!
