Stop City of Phoenix Retaliating Black Investors, Abuse of Power & Civil Right Violation

The Issue

The City of Phoenix has shown tendencies towards conducting illegal searches based on anonymous complaints. This violates individuals' Civil Rights, which protect against unreasonable searches. 

This petition is a call to conduct a thorough review of existing policies and to ensure that all searches are carried out only with plausible information, not solely on anonymous false accusations. Recently my home was subjected to an intrusive, illegal search by the City of Phoenix, stemming from an anonymous complaint. They did not possess a warrant, but instead entered the property and took pictures, proving a blatant disrespect for private property and civil rights. The city staff had was basing on false accusations and had failed to provide evidence. The City of Phoenix continues to cover its unethical staff by hiding the complaints and refusing to communicate. 

Phoenix's lack of regard for personal privacy is not an isolated incident, but rather a rampant problem across the city. Many citizens have unwelcome tales of the city overstepping its boundaries, going against the Fourth Amendment that protects citizens from unreasonable searches and seizures, and guarantees the right to due process. As reported by the American Civil Liberties Union (ACLU), illegal searches continue to be one of the most widespread civil rights violations nationwide.

Yet, our City of Phoenix remains defiant, infringing our rights under the guise of handling complaints.

It's high time we call for change. The City of Phoenix needs to know that we won't stand for our rights being violated. It's our homes, our privacy, our freedom that's being invaded. We wouldn't tolerate this abuse of Power. 

Let's unite for our shared concern and push for a policy that mandates all investigations to require a proper warrant before any search commences. Together, we can make Phoenix a city that respects and upholds constitutional rights.

We call upon the Mayor to institute the following changes that need to be implemented immediately. 

Currently the city worker only gets verbal permission to enter the property but can and has lied about getting permission this can be avoided by implementing:

A signed written authorization by the homeowner or it’s representative
City workers that conduct searches be required to wear body cameras that would capture the verbal consent. 

End anonymous complaints: 

Currently the city allows anonymous complaints to be filed without any safeguards in place to ensure the accuracy of the information received thereby allowing unfair targeting of homeowners. 

This needs to be changed to by:

1) Once action is being taken on an anonymous complaint that the complainant is no longer anonymous.


2)That the anonymous complaint is tracked to ensure that they are not unfairly targeting an individual .
