The Issue

As a single parent and resident carer who has been tirelessly striving to provide the best upbringing for my child, I have encountered significant obstacles when it comes to receiving a fair and consistent contribution from the non-resident parent. Recently, the situation took a downturn when they entered a new relationship with someone who has children from a previous relationship. The Child Maintenance Service (CMS) now considers the non-resident parent to have financial responsibilities towards these additional children. As a consequence, the financial support for my own child has been unjustly reduced.

This development seems ludicrous, given that the non-resident parent's household income has effectively doubled due to sharing costs with their new partner. In spite of this, my daughter is subjected to receiving less support. This petition urges policymakers to reevaluate the current regulations that unfairly penalise resident/single parent households when the non-resident parent starts a new family or takes on responsibilities for another family’s children.

The CMS framework, as it stands, doesn't just fail to protect, but actively disenfranchises single, resident parents who rely on consistent support in order to ensure their children are provided for. With the rise in blended families and complex financial situations, this is an issue that countless other single parents face across the UK.

To remedy this oversight, we propose revisiting the CMS regulations to ensure transparency and equity. The following changes can be implemented:
1. Calculate child support payments based on real household expenses and income, rather than a relative decrease due to new familial obligations.
2. Adjust the formula to minimally impact the financial support for the original child, ensuring they continue to receive an adequate level of care.
3. Implement a review system for cases where household income significantly changes due to new relationships, to reassess the financial contributions fairly.

These steps will not only aid in eliminating unfair treatment but also highlight the necessity of prioritizing the needs of every child involved. The support owed to a child should never be compromised due to changes in the non-resident parent’s circumstances.
