Stop Chapmanville, West Virginia from bringing another Law Enforcement K-9 into their town

The Issue

We all know about the disappearance of Chapmanville, West Virginia's K-9 Officer Chase.  K-9 Officer Chase is still missing and the silence in Chapmanville is deafening.  When K-9 Officer Chase was first introduced to the Chapmanville Town Council, the mayor stated how much they needed Chase, that Route 10 and 119 runs right through Chapmanville and the drug dealers use these roads as their main thoroughfare for selling their wares and that Chase being there would deter that activity.   Jump ahead to the Mayoral debate in Chapmanville, West Virginia and the mayor said that they didn't need the K-9.  He never once called K-9 Officer Chase by his name.

The trial of Marcus Dudley was a joke. This truly was a precedent setting case, but the Kanawha County Prosecuting Attorney’s Office made no effort at all to set any precedents.  The plea bargain did nothing to get justice for Chase.  The Kanawha County Prosecuting Attorney’s Office stated that they had accomplished what they set out to do, keep Marcus Dudley from ever being a police officer again and keep him from having any animals for 5 years.  No where did they ever state that they were working diligently to get justice for Chase.  Dudley did not have to tell the truth about what happened to Chase nor did he have to tell the truth about where Chase is located.  Until this happens, there will be no justice for Chase.   Justice has NOT been served. 

The Town of Chapmanville did nothing to educate or prepare themselves for what was expected and required when bringing Chase, a Law Enforcement K-9,  into their town.  K-9 Officer Chase was introduced to the Chapmanville Town Council during a special meeting.   K-9 Officer Chase was never introduced and welcomed to the Town on the Chapmanville Town Council's Facebook page nor was he welcomed to the force on the Chapmanville Police Department's Facebook page.  

The part of the police report that was release to the media as the result of a Freedom of Information Act request clearly shows that Marcus Dudley left K-9 Officer Chase at his house alone a lot of the time.  It also shows that K-9 Officer Chase was tied up outside, alone on many occasions. 

From the time that the Chapmanville Town Council and the Chapmanville Police Department decided that they needed a Narcotics Detection K-9, no special preparations, precautions or proper vetting of who would be the handler took place.  There was absolutely no consideration made for K-9 Officer Chase at all.

For this reason, I have started this petition to keep Chapmanville, West Virginia from ever bringing another Law Enforcement K-9 into their town.  They could not provide for Chase's safety and well-being.  It is my goal to keep any Law Enforcement K-9 from suffering the same fate as Chase.
