The Issue
I am a resident of a small, quaint neighborhood in Winter Garden, FL. Recently, an individual who does not reside in our community purchased a private residence among our 43 homes and converted it into an Assisted Living Facility (ALF) without any communication with the Homeowners Association (HOA) or individual homeowners. This sudden change has brought unexpected challenges to our peaceful community.
Our neighborhood is not equipped to handle the influx of traffic that comes with operating such a facility. Street parking for facility staff, visiting family members, physicians and therapists will become an issue due to significant obstruction and inconvenience caused to homeowners. The tranquility we once enjoyed is being replaced by constant turmoil.
Assisted living facilities are crucial for providing care to those who need it most; however, they should be situated in areas that can accommodate their needs without disrupting residential communities. According to data from the National Investment Center's Senior Housing & Care Journal, there are over 28,900 assisted living communities across the United States (NIC MAP Data Service). There is no shortage of appropriate locations for these facilities outside residential neighborhoods.
We urge local authorities in Winter Garden and state lawmakers in Florida to enact regulations prohibiting assisted living facilities from operating within HOA communities. This will protect both the value of residential properties and preserve the quality of life for homeowners.
