The Issue
Animal abuse remains a pervasive issue in the Philippines, with numerous cases of cruelty and neglect reported regularly. For instance, in January 2024, a 52-year-old man in Mandaue City was charged for beating a dog to death with a piece of wood. Similarly, in September 2023, a pet owner in Taytay, Rizal, faced complaints after mauling and beating his dog to death. These incidents highlight the urgent need for more stringent measures to protect animals from such inhumane treatment.
Animal welfare organizations have reported alarming statistics on animal cruelty. The Island Rescue Organization (IRO) receives at least 20 reports of animal abuse daily from Cebu and its neighboring cities and provinces, encompassing cases like hit-and-run incidents, torture, neglect, and abandonment. These figures underscore the widespread nature of animal cruelty in the country and the pressing need for effective interventions.
We, the undersigned, call upon the Philippine government, lawmakers, and concerned authorities to take immediate and decisive action to combat animal abuse by strengthening law enforcement to ensure rigorous investigation and prosecution of cruelty cases, imposing harsher penalties by amending existing laws to increase fines and extend imprisonment terms, and supporting animal welfare organizations with adequate resources to rescue, rehabilitate, and provide sanctuary for abused animals. Additionally, stricter regulations on pet ownership and trade must be implemented to prevent illegal breeding, smuggling, and neglect, while nationwide public awareness campaigns should be launched to promote responsible pet ownership and instill a culture of empathy and respect toward animals.
