More than one week ago, a man was reported for sexually abusing a dog in Tirana, Albania.

Over 300 emails have been sent to authorities. The public is demanding answers.

Yet there has been no visible action, no transparent update and no clear communication from law enforcement.

This is not only about one horrific act.
This is about a deeper, systemic failure.

 
The Bigger Problem
Albania is facing a long-standing crisis with stray animals.

Thousands of dogs and cats live on the streets, not because they chose to, but because of:

  • Abandonment
  • Lack of responsible ownership
  • Insufficient sterilization programs
  • Weak enforcement of existing animal protection laws

Stray animals are not the problem. The system that allows uncontrolled breeding, abandonment and abuse is the problem.

Sustainable change does not come from poisoning, removing or ignoring animals. The only proven long-term solution is large-scale, consistent sterilization (spay and neuter programs), education and enforcement of the law.

We must learn to coexist with these animals. They did not create this situation. Humans did.

  • They do not deserve hunger.
  • They do not deserve violence.
  • They do not deserve sexual abuse.


Why This Case Matters

Sexual violence against an animal is an extreme act of cruelty.

Globally, research has repeatedly shown a strong correlation between animal cruelty and violence against humans. Ignoring severe abuse is not only a failure of animal protection, it is a risk factor for broader societal violence.

Our Demands

We call on Albanian authorities to:

  • Provide an immediate and transparent public update on this case.
  • Conduct a full and independent criminal investigation.
  • Apply existing animal protection laws without delay or selective enforcement.
  • Establish clear protocols for responding to animal cruelty reports.
  • Invest in nationwide sterilization programs as the only sustainable solution to the stray animal crisis.
  • Strengthen education and public awareness about responsible ownership and coexistence.
     

Silence enables abuse. Inaction normalizes violence.

Animals are not disposable. They are part of our communities!

A society is measured by how it treats its most vulnerable.
