The Issue
-Protest the 1800 Wildcat Rezoning for Low Income Affordable Housing-
Rocklin Planning Commission Hearing: Tuesday, August 5 at 6:00 pm
Location: Rocklin City Hall Council Chambers at 3970 Rocklin Rd
WHAT: At the request of St. Augustine Church, the City of Rocklin is proposing to re-zone the land surrounding the church to include medium density, 100% low-income housing. The church has partnered with The Pacific Companies (TPC)of Idaho for a proposed THREE-STORY apartment complex with 118 low-income affordable units.
WHY: Rocklin is proposing to change land use zoning for multiple locations, including 1800 Wildcat, to accommodate a State of CA Regional Housing Need Allocation (RHNA) requirement. RHNA requires every city and county to create a specified number of affordable housing units. Further, St. Augustine and TPC are attempting to take advantage of a state law that provide a mechanism for landowners to circumvent traditional land use zoning for projects that provide affordable housing.
- Med-hi density housing is not appropriate for this section of land and road for multiple reasons.
- Ingress/egress from Wildcat is poor, and even dangerous at the top of the hill - ask any driver using Peninsula.
- The density and affordability aspects are inconsistent with the current $700,000++ single home properties.
- The City is proposing re-zoning because St. Augustine is having a difficult time selling the land; not because this is a good land use decision. The City should pick more appropriate sites for State RHNA requirements.

re: 8/4/25 Public Hearing Agenda
I am a Rocklin resident writing to strongly oppose the application for the General Plan Amendment and Rezone for an RHNA Alternative Site located at 1800 Wildcat Blvd. in Rocklin.
Building a complex of this size in the middle of neighborhoods with over 1,200 high-end homes is inconsistent with the existing community. The poor traffic ingress/egress will contribute to dangerous traffic conditions because the shape and access of the land to Wildcat is too limited for high volume land use. The City should be focusing on more appropriate sites such as the corridor along 65, University Avenue, or near Whitney High School.
Please vote NO on the proposed rezoning application for 1800 Wildcat.
