Stoke on Trent City Council Local Plan 2020-2040 Regulation 19 Consultation
The Issue
Re: Publication version Stoke on Trent City Council Local Plan 2020-2040 Regulation 19 Consultation (Town and Country Planning Regulations)
By signing this petition, I endorse the letter of representation submitted by Great Chell and Packmoor Community Association representing the residents joint and individual views
We DO NOT believe that the Stoke on Trent Local Plan meets the soundness tests detailed in the National Planning Policy Framework: Positively Prepared, Justified, Effective and Consistent with National Policy for the following reasons:
1. Inadequate public consultation- Consultation has been ineffective and disorganised leaving many residents without clear and consistent information and the public have been misled by subsequent cabinet member decisions
2. Predetermination- It is believed that the Council had fixed the outcome in advance of the consultation and had already ruled out one of the options presented to residents
3. Lack of proportionate growth- The Local Plan and Packmoor Masterplan do not adequately justify the scale of development or explain how the proposed 816 homes would be phased. Alternative lower-scale options have not been properly assessed
4. Conflict with Brownfield First approach- The allocation of significant greenfield land at Packmoor appears inconsistent with Stoke on Trent City Council’s stated commitment to prioritise brownfield land
5. Unresolved traffic impacts- The Local Plan does not demonstrate that the significant transport impacts of the proposed development can be satisfactorily managed
6. Insufficient Biodiversity Net Gain (BNG) detail- The Local Plan does not provide sufficient information on where and how the Biodiversity Net Gain will be achieved, managed and monitored over the long term
7. Loss of valued green space- The proposed development would result in the loss of important green space, contrary to the objectives of the Council’s Green Space Strategy and with potential adverse impacts on residents’ health and well-being
