During the past four months, it’s been difficult to keep up with the cascade of activities correlated to what’s an undeniable military-industrial revision of the Southwest. Some of the recent events are listed below.

1/23/2025
The US President signed Executive Order 14179 “Removing Barriers to American Leadership in Artificial Intelligence”, revoking Executive Order 14110 “Safe, Secure, & Trustworthy Development & Use of Artificial Intelligence”.


1/27/2025
Two contractors (Aktarius LLC, FL & DAP Construction Management LLC, AZ) were awarded $350,000,000 in contracts to renovate Davis-Monthan AFB & Luke AFB, supporting creation of the third USAF hub for irregular warfare, plus other revisions.


1/29/2025
More than eighteen surveillance missions over the southwestern US & in international airspace around the Baja peninsula, were deployed during a ten day period using CIA & USAF spy drones.


2/6/2025
The US Secretary of State officially designated Mexican cartels as "Foreign Terrorists”, in support of the 1/20/2025 Executive Order 14157 to designate cartels & other organizations as terrorists.


2/21/2025
The AZ Department of Emergency & Military Affairs finished accepting contractor proposals to develop a rotary wing “Aircraft Training Center of Excellence” to support US Forces & “Foreign Military Sales”, north & south of Picacho State Park.


3/1/2025
The Pentagon deployed more than one hundred Stryker armored combat vehicles, weighing twenty-tons each, to patrol the southern border.


3/11/2025
The US Northern Command deployed approximately forty USAF intelligence analysts to monitor the southern border from the Davis-Monthan AFB Joint Intelligence Task Force-Southern Border HQ, & the Joint Reserve Intelligence Centers in San Diego, Phoenix, Fort Worth, & Jacksonville.


3/14/2025
The SOW Beddown Final EIS for Davis-Monthan AFB to become the third USAF hub for irregular warfare was released. The report responds to crucial questions ignored by Davis-Monthan Public Affairs & Senators Gallego, Kelly, and Sinema, since 2022:


Regarding whether any arms industry drones/uncrewed aircraft, or AI targeting or surveillance will be implemented in AZ & NM, the report states, “Should the DAF consider implementation of any of these activities, separate NEPA analysis would be completed for those actions.” However, NEPA analysis of current regional AF proposals does not meet requirements, & the AF has suppressed related disclosures. Furthermore, the EPA is undergoing dismantling, including dramatic reduction of its budget & workforce, plus actions to weaken more than a dozen critical regulations including its own finding that greenhouse gases threaten public health, states’ rights to set auto-emissions standards, & public protections from PFA “forever chemicals”.


The report also responds to public comment that transfer of Davis Monthan AFB will sharply increase risks of adversarial strikes by transnational criminal organizations, domestic & foreign terrorists, & foreign national defense departments to the entire region. Regarding these risks, the report only states the “existing security infrastructure” at Davis-Monthan would “remain in place”. The report provides zero analysis or proposed mitigation of the serious risks outlined in public comments, which are grossly aggravated by the activities listed in this update.

3/24/2025
The federal administration issued a Request for Information to gauge industry interest in developing a large-scale 500+MW commercial data center on up to to 620-acres at Davis-Monthan AFB, with potential expansion options, in support of “Removing Barriers To American Al Innovation” Executive Order 14179.


4/1/2025
The Air Force conducted more than fifty surveillance missions around the U.S. southern border with crewed and uncrewed aircraft.


4/4/2025
Military officials told Scripps News that they've seen drones operated by Mexican drug cartels observing U.S. military personnel recently massing along the border.


4/9/2025
The US president signed an Executive Order to ease Pentagon procurement & review rules governing US exports of military equipment, in an overhaul of the US defense acquisition system.


4/11/2025
The US president signed national security memorandums declaring over one hundred thousand acres of borderlands, from south of San Diego CA to Las Cruces NM, are now a military base to “repel invasions” for at least three years, without congressional approval.


5/1/2025
The Defense Department designated a second stretch on the U.S. border with Mexico as a military zone to “enforce immigration laws”, although USBP illegal border encounters have decreased by about 80% over the past two years.


5/12/2025
Referencing competition with China at the Hemispheric Security Conference in Miami, the Commander of US Southern Command stated that SouthCom would establish US Space Southern command "in the next couple of weeks”, as part of the newest component of the military - with United States Space Forces Southern Command to be based at Davis-Monthan Air Force Base.


It is evident that the 2022 USAF proposal to modify military use of civilian airspace in AZ & NM was only a harbinger of pervasive military-industrial revision of the Southwest.


For several years, the Pentagon has publicly acknowledged that it views China as the single most important risk to US interests. Because China’s influence within rising global multipolarity has become the greatest competition to unipolar US primacy, US leaders of both parties have claimed “aggression” by China is the culminating reason for a precipitous surge of Pentagon procurement, exports, & operations - with special focus on AI.


That position is sharply contradicted by the volume of aggressive US military participation vs the volume of aggressive Chinese military participation, in documented armed conflicts during the most recent fifty years.


Furthermore, the incautious surge of US military development with special focus on AI, amidst volatile current affairs, is vastly increasing humanity’s most unpredictable threat: AI being employed by violent extremists to implement mass destruction - an unprecedented risk that can only be realistically addressed through cooperation, not conflict, between great powers.


Please carefully consider the activities of recent months, & the dystopian path they are beginning to carve for this region, her peoples, & our position in international affairs. 


Then, please consider whether it’s a future you choose to support with your tax dollars, & serious risks to your well-being. If not, please raise your voices now.
