It answers our question flat ignored by Davis-Monthan Public Affairs & Senators Gallego/Kelly/Sinema since 2022:

Regarding whether any arms industry drones/uncrewed aircraft, or AI targeting or surveillance will be implemented in AZ & NM, the report states, “Should the DAF consider implementation of any of these activities, separate NEPA analysis would be completed for those actions.”

But, it’s unclear if NEPA policy will remain intact.

Since December, accelerating military adoption of AI systems has been authorized in the 2025 NDA Act, & Senator Jim Banks (Ind) has introduced a bill to further speed up military procurement. Reuters reported that General Atomics, maker of the Predator drone, sent a letter directly to Musk, urging reform of the defense acquisition system. Lockheed Martin’s CEO called DOGE an “opportunity” to help streamline the DOD’s acquisition process.

Now, the government is considering developing a 500MW+ commercial data center at Davis-Monthan, in support of “Removing Barriers To American Al Innovation” Executive Order 14179

Such a development would compound submitted evidence that the Special Operations beddown will sharply increase risks of adversarial strikes by transnational criminal organizations, domestic & foreign terrorists, & foreign national defense departments to the region surrounding Davis-Monthan.

The compounding of said risks is already well underway, as unprecedented military action in our region has transpired over the past 6 weeks:

- a USAF spy plane ran a SIGINT operation near Cabo

- USAF spy jet flew a 2nd SIGINT operation on the US Border

- the Border Czar stated he expected “kinetic warfare” between US troops & Mexican cartels

- the US designated Mexican cartels as "Foreign Terrorists"

- a US P-3B Orion spy plane was spotted over Mexico

- the CIA is reportedly flying MQ-9 spy drones over Mexico

- NORTHCOM has deployed two guided-missile destroyers to the US Southern border

Regarding the risks we submitted for analysis, the report states the existing security infrastructure at Davis-Monthan would remain in place after the Special Operations beddown is complete.

Nothing more.

This is not analysis of risks to regional civilians posed by Davis-Monthan becoming the 3rd AF hub for covert US warfare. If you agree, please ask elected officials to make it known.
