I just spoke with a gentleman at the SD Attorney Generals office named Jeremy (last name sounded like Pancraps) He has assured me it doesn't matter how many signatures we get, they are not going to investigate this any further than it has already been investigated. He said the officer did not break any laws. So, in SD it is ok for an officer to kill someones pet and all he has to say is it had fleas, looked mangy and he had no place to go with the animal. Doesn't matter if the animals condition is as the officer states as they will take him at his word. You can have all the evidence to prove otherwise and they just don't care. After all, it is only a dog. The gentleman actually said that SD will not waste resources on investigating something like this as there are more important issues to deal with.
