DEFIENDA LO SUYO / FIGHT FOR WHAT IS YOURS. 

Durante la reunion con el Ayto del 20/1/25, cuando tocamos el punto de “la limpieza y mantenimiento de las dunas”, el Ayto nos dijo que era competencia de Costas.  Escribimos al Sr Gabriel Cuenca Lopez a su mail del Ministerio el 10/2/25 pero no nos respondió entonces presentamos una carta con registro de entrada al Ministerio el 17/2/25.  Transcribo la carta. 

“POR UNA PUNTA DEL MORAL/ ISLA CANELA

LIMPIA, SEGURA Y MANTENIDA TODO EL AÑO

A/A Sr. Gabriel Cuena López
Jefe del Servicio Provincial de Costas
Ministerio para la Transición Ecológica y el Reto Demográfico

Los 2000 firmantes de la petición https://www.change.org/p/sos-punta-del-moral-isla-canela-ante-el-abandono-de-la-zona-por-el-ayuntamiento vecinos y propietarios de inmuebles en los residenciales de esta zona,

EXPONEMOS:

• Que hemos contactado por diversas vías al Sr. Alcalde Alberto Fernández, alcalde de Ayamonte, debido al preocupante estado de deterioro y abandono de la zona. Ante la falta de respuesta a nuestras numerosas quejas, lanzamos una petición que ya cuenta con casi 2000 firmantes. Tras el rotundo silencio administrativo, recurrimos al Defensor del Pueblo de Andalucía, quien medió entre el Ayuntamiento y los vecinos en una reunión celebrada el 20 de enero de 2025.

• Que en dicha reunión estuvieron presentes, por parte del Ayuntamiento:
 - Doña Paloma Ogayar (Teniente de Alcalde de Urbanismo y Obras)

 - Don Pedro Jesús (Teniente de Alcalde de Jardines y Zonas Verdes)

 - Don Raúl García (Concejal de Obras y Servicios)

 - Don Francisco Cristóbal (Teniente de Alcalde de Playas)

 - Don José María Mayo (Primer Teniente de Alcalde de Turismo y Seguridad)

• Que al abordar el punto de "Limpieza y mantenimiento de la zona de dunas y litoral", Don Francisco Cristóbal explicó que dichazona es responsabilidad exclusiva de Costas, indicando que debíamos dirigirnos a su institución, ya que el Ayuntamiento no puede ni limpiar ni mantener estas áreas

• Que consideramos como "zona de dunas y litoral de Punta del Moral e Isla Canela”:
1. La zona de vegetación entre la playa y el paseo.

2. El espigón.

3. Las piedras que protegen el paseo, bordeando el río Carreras y elHotel Meliá Atlántico.

• Que nos dirigimos a USTED porque los sistemas dunares de acceso a la playa, restaurados en 2009, no han recibido mantenimiento, limpieza ni conservación desde entonces.

• Que dicha zona de vegetación está cercada por un alambrado para su protección, pero muchas secciones están dañadas. La puerta de acceso a esta área está constantemente abierta, lo que fomenta el vandalismo. El Ayuntamiento alega que el arreglo del alambrado y la seguridad de los accesos son responsabilidad de la Demarcación de Costas.

• Que dicha zona de vegetación está atravesada por pasarelas elevadas que dan acceso a la playa. Hay una gran acumulación de basura a ambos lados de las 9 pasarelas. El Ayuntamiento sostiene que la limpieza de estas áreas también corresponde a Costas.

• Que el Chiringuito Entre Dunas fue construido inicialmente dentro del área de vegetación, pero luego trasladado a la playa. El terreno que antes ocupaba ha quedado abandonado.

SOLICITAMOS:

• La limpieza urgente de la zona antes de la temporada estival.
• La conservación y mantenimiento anual del sistema dunar.
• El desbroce y mantenimiento puntual del mismo.
• La reposición de ejemplares dañados durante las últimas tormentas y en el área abandonada donde se ubicaba el Chiringuito Entre Dunas.
• La limpieza del espigón y de las piedras que lo protegen.
• La limpieza de la zona de piedras que protege el paseo marítimo que bordea el río Carreras y el Hotel Meliá Atlántico.
• Solicitamos que todas nuestras peticiones sean atendidas de forma urgente antes del comienzo del periodo estival, momento en el que la población de la zona crece exponencialmente.

During our meeting with the Town Council on 20/1/25, when we touched on the point of “cleaning and maintenance of the dunes”, the Town Council told us that it was the responsibility of Coastal Services.  We then emailed Mr. Gabriel Cuenca Lopez at Coastal Services on 10/2/25 but he did not respond so we presented a letter with entry registration to the Ministry on 17/2/25.  The letter is below. Pls note the language needs to be extremely formal as we are dealing with a Ministry.

PUNTA DEL MORAL/ ISLA CANELA

To the kind attention of Mr. Gabriel Cuena López
Head of the Provincial Coastal Service Ministry for the Ecological Transition and the Demographic Challenge

WE EXPRESS 

• That we have contacted Mr. Alberto Fernández, Mayor of Ayamonte, through various means, due to the worrying state of deterioration and abandonment of the area. Given the lack of response to our numerous complaints, we launched a petition that already has more than 2,000 signatories. After the resounding administrative silence, we turned to the Andalusian Ombudsman, who mediated between the Town Council and the neighbours in a meeting held on January 20, 2025.

That at said meeting the following were present on behalf of the Town Council:

• That when addressing the point of "Cleaning and maintenance of the dune and coastal area", Don Francisco Cristóbal explained that said area is the exclusive responsibility of Coastal Services and referred us to this Ministry.

• That what we consider to be the "dune and coastline area of ​​Punta del Moral and Isla Canela" are:
1. The vegetation area between the beach and the promenade.

2. The pier.

3. The stones that protect the promenade, bordering the Carreras River and the Meliá Atlántico Hotel.

• That we are writing to YOU because the beach dune systems, restored in 2009, have not received maintenance, cleaning or conservation since then.

• That said area of ​​vegetation is surrounded by a fence for protection, but many sections are damaged. The access door to this area is constantly open, which encourages vandalism. The Town Council alleges that the repair of the fencing and the security of the accesses are the responsibility of Coastal Services.

• That said area of ​​vegetation is crossed by elevated walkways that give access to the beach. There is a large accumulation of garbage on both sides of the 9 walkways. The Town Council maintains that the cleaning of these areas also corresponds to Coastal Services.

• That the Chiringuito Entre Dunas was initially built within the vegetation area, but later moved to the beach. The land it previously occupied has been abandoned.

WE REQUEST:

• Urgent cleaning of the area before the summer season.
• The conservation and annual maintenance of the dune system.
• Clearing and specific maintenance of the same.
• The replacement of specimens damaged during the last storms and in the abandoned area where the Chiringuito Entre Dunas was located.
• Cleaning of the pier and the stones that protect it.
• The cleaning of the stone area that protects the promenade that borders the Carreras River and the Meliá Atlántico Hotel.
• We request that all our requests be attended to ASAP and before the beginning of the summer period, when the population in the area grows exponentially.
