Snow Operations Creating Accessibility, Safety, and Mobility Barriers on Laneways

We, the undersigned residents and supporters, respectfully submit this petition to the Town of Oakville, the Mayor, and Town Council to address ongoing winter maintenance practices on laneways that have resulted in significant and recurring accessibility, safety, and mobility barriers, including barriers that prevent residents from safely accessing their homes, transportation, and essential services.

 
Summary of the Issue

Every winter, residents experience unsafe and inaccessible conditions following Town of Oakville snow-plow operations. Snow-clearing activities on laneways have in many instances resulted in large, mechanically compacted piles of snow and ice being displaced toward residential driveways and roadway entrances, creating windrows that have been multiple feet high and extended several meters in width, beginning at driveway entrances and extending toward the travelled portion of the laneway.

These barriers often remain after residents have already expended significant time, physical effort, and personal expense to clear their driveways privately, only to have access blocked again by subsequent Town plowing. Residents report repeated obstructions that follow municipal plowing operations rather than natural snowfall alone.

Residents have repeatedly observed the following conditions after Town snow operations on laneways:

  • Solid windrows remaining across the full width of residential driveways, in some cases at least two feet high, blocking ingress and egress
  • Incomplete clearing of the usable laneway width, leaving compacted snow extending from driveway edges into the travel surface
  • Barriers re-forming after snowfall events when snow is displaced toward private access points rather than removed or mitigated

Impact on Residents
These operational outcomes have serious and predictable consequences, including:

  • Preventing residents from safely exiting or accessing their homes and driveways
  • Obstructing access for paratransit vehicles, emergency services, home care providers, and other essential service providers
  • Creating conditions that are physically unmanageable for many residents to clear without assistance or specialized equipment
  • For affected residents, these conditions are not minor inconveniences. They function as physical barriers associated with municipal snow operations that restrict freedom of movement, access to transportation, and participation in daily life.

 
Our Requests
We respectfully call on the Town of Oakville to:

  • Modify snow plowing practices on laneways to reduce the displacement of snow across the full width of residential driveways
  • Ensure full-width laneway clearing, including attention to residual and compacted snow left at driveway edges
  • Implement an accessible and timely windrow mitigation process for residents affected by barriers associated with Town operations
  • Formally recognize these conditions as barriers to access, safety, and mobility, rather than solely private maintenance issues

Engage directly with affected residents to develop a winter maintenance approach that is responsive, equitable, and respectful of residents’ ability to safely access their homes and services
 
Closing
Municipal snow operations should not result in barriers that confine residents to their homes or prevent access to transportation and essential services. We believe that where barriers arise from municipal snow operations, responsibility for addressing those barriers should rest with the municipality.

We urge Council and the Mayor to act promptly to ensure that winter maintenance on laneways is conducted in a manner that is safe, accessible, equitable, and consistent with the goal of removing barriers and ensuring access for all residents.
