
I am a whistleblower too.
Paul Gray was the chief executive of NHS Scotland and director general of health and social care for the Scottish Government since 2013. He left both roles before a successor was appointed. In a recent survey third of respondents said bullying and harassment was an issue at work, at a time when NHS Highland is being investigated after over 100 doctors complained about a “culture of bullying” at the health board. He reported directly to the Permanent Secretary, Leslie Evans.
In 2011 Paul Gray was the Director-General Governance and Communities and the head of HR. He directly reported to the Permanent Secretary. He was contacted about our sister’s case within Marine Scotland Compliance to intervene to put a stop to the bullying and harassment that she was being subjected to by employees within Marine Scotland Compliance. Instead he sent the email to those involved in the bullying and harassment and they shared it on further with a note to say, “Be Aware.” On both accounts with the NHS Scotland and Marine Scotland Compliance nothing was done and all the allegations were ignored.
When the story of our sister made headlines in Scotland about the bullying, harassment and being restrained a high ranking member of staff within Marine Scotland Compliance was noted being in office on a weekend deleting emails. When he was asked if he wanted a coffee, he stated he wanted something a lot stronger. Within days he announced his early retirement. Another senior member of coastal staff who was made aware of what happened to DeeAnn, he too did not do anything about it, he took early retirement after our sister’s story made headlines in the news.
The apple did not fall far from the tree. On two occasions the Permanent Secretary done nothing to stop bullying and harassment for those who were victims. Leslie Evan’s career progression is more important than getting involved in protecting those that need it most.
It is imperative that an external investigation is allowed into years of bullying and harassment within Marine Scotland Compliance. Right now Marine Scotland Compliance and the Scottish Government are working closely together to dismiss our sister for being a whistleblower. There are numerous people involved in the years of the cover up of the bullying and harassment. Not only DeeAnn has suffered at the hands of these people. Many people that have been subjected to the inappropriate treatment have left or been dismissed for trying to seek help.
The question that needs to be asked to the First Minister is why do you not meet with DeeAnn and why is she not allowed to speak out and tell her story?
Right now within the Scottish Government have the following people employed for doing the following:
1. A senior officer making racist comments against black people when he is shown a picture of a family of mixed race.
2. An officer who threatened to put an axe in a female employee’s face gains a double promotion in the same office where he had planned to enter with a machete to cut of senior management heads.
3. Senior male members of staff who witnessed inappropriate behaviour and did nothing. That would be a long list of male senior members of staff.
They have not been disciplined, they have not been dismissed but they all have been promoted.
Allow DeeAnn to speak and allow an external independent investigation to take place.
