SEND Safe & Included
The Issue
Our SEND system is failing children, families and schools when a child's needs become greater than a mainstream setting can safely and effectively manage. Children with SEND have the right to compassion, inclusion, education and appropriate specialist support, but other children also have the right to be safe, protected and able to learn without their education or wellbeing being repeatedly affected. Increasingly, children in mainstream settings can be exposed to behaviours associated with complex and unmet SEND needs, while the protections and processes surrounding SEND can make it difficult for schools to respond effectively when those behaviours have a detrimental impact on other pupils. Protecting a child's SEND rights must never mean overlooking the safeguarding, educational and emotional needs of the children around them. At present, there can be no clear or consistent national pathway for what should happen when support is no longer sufficient, leaving schools trying to manage increasingly complex situations, families feeling unheard, and children waiting until situations reach crisis point before meaningful action is taken. We believe this needs to change. There must be clear national safeguards, earlier intervention, adequate specialist support and a transparent process for reviewing whether a placement remains appropriate when a child's needs exceed what that setting can provide. True inclusion must work for every child — including the child with SEND and every child around them.
