Currently law enforcement at all levels seize money and assets from criminals, such as the millions $$$ seized in Minnesota.   Annually $billions are seized.

Instead of that money going to the coffers of the government,  it should be put in a healthcare fund for people who are slipping through the cracks and not being covered under any other program.

These funds should be separate accounts from all other welfare accounts.  States or healthcare providers can not use these funds first, and must be the last funding option.

The money should not fund a bunch of jobs to administrators.   Instead let HHS monitor the funds.  

Who is brave enough to sponsor that legislation?  It would be perfect if it was jointly sponsored.
